‘Governance and effective Vocational Education and Training (VET) policies: the role of evidence’ 23-24 November 2011, Turin, Italy Croatian Perspective Duje Bonacci, spokesmanMinistryofScience, Education & Sportsof Croatia
Governance – institutional setting and VET policy making • Institutions • Ministry of science, education and sports (MSES):legislative, administrative and financing issues of Croatian educationsystem • Agency for vocational education, training and adult education (AVETAE):professional development, evaluation and quality control of vocational education and training • Regional (county) governments’ offices for education:monitoring and matching of regional job market needs with the enrolment quotas for particular VET courses, fundingofrunningcosts for VET schools • Vocational schools:operations level of the Croatian VET system
Evidence and its management in VET policy making • Data gathering, pooling and sharing practices • manyindependentdataharvesters, no coordination or datapooling/sharing (PDPA as possible integrator?) • onlyadministrativedatagathered (e.g. no deeper ‘live’ feedbackfromschoolheads, staff, students, parents or employers) • Research and expert analysis based on data • mostly done autonomously by the institutions gathering themfromtheir own data • academicresearchinstitutionsinvolvedbesidesthepublicadministrativeones
Evidence and its management in VET policy making • Use of available evidence in policymaking • policimaking done exclusively at thelevelof MSES • meagerstakeholderinvolvement, especiallywithregulationsregardingimplementation • proceduralindeterminacy, no obvious/establishedentrypoints for the ‘evidence’
