  7. Engineering and Permits • 65% drawings submitted to Caltrans. • 100% drawings next summer • Environmental document completed. • System Engineering Management Plan submitted to FHWA. • Signoff by end of the year • Last federal approval needed • Opening scheduled for early 2010.
