The Information setting… Reference and Web Services Section • Serves as the primary contact for the public; responds to requests for help with all services and programs of NLM. • Reference librarians help researchers in the Main Reading Room (using LocatorPlus, PubMed, MedlinePlus, etc) • Provides leadership and support in technology and health content for many NLM key products • Primary responsibilities include MedlinePlus and NIHSeniorHealth. Also leads the design and content management of NLM website.

  4. The new technology…. Creation of the NLM YouTube Channel

Why create YouTube channel? • The YouTube channel grew out of a video contest that was done to promote the 175th anniversary of NLM – NLM and You • The contest supported the NLM mission of publicizing the availability of its information products and services(including PubMed, MedlinePlus, GenBank, ClinicalTrials.gov, AIDS info, etc). The general public was invited to create original short videos that promoted awareness of these products and services • A platform was needed for displaying and publicizing the winners so YouTube channel created…now it supports the NLM mission of publicizing the availability of its information products and services through education, instruction, and outreach to new audiences

How was the NLM channel created? • Learned by doing – lots of trial and error • Made extensive use of YouTube help feature, YouTube videos, listserve sources, etc. What were the problems? • 508 compliance…YouTube is not, but channel must be because it is a federal information site • Video must be captioned and must appear in dot.gov website • Had to learn how to do captioning – was done in a rush • Who at NLM will be responsible for content? What will the quality standards be? What will the approval mechanism? How much work will be involved? • What exactly is the purpose? A work in progress…

  7. Guidance from the Department of Health and Human Services… • Includes information on how to get started, standards and policies, metadata content • hhsCNM approval needed for channel; account is moved to HHS TOS

Because it’s the government…. • An Agency has no control over who subscribes to its channel • An Agency may subscribe to any government-related channel • Agency management must approve subscription to non-government channels • Agencies may not subscribe to political channels • Agency channels may not friend or accept friend requests from non-government channels • An Agency may favorite any government video • Agency management must approve favoriting non-government channels • Agencies may not favorite political videos • Responding to comments – refer to HHS Guideline “When and How to Engage Over New Media Platforms • If Personal Messages feature is used, the standards and policies surrounding the use of email between government and individuals apply

  9. NLM YouTube channel now… • Each NLM section has a technology lead who can upload playlist; OCPL involved • Currently the channel contains PubMed training videos, videos related to community outreach, the contest winners, and links to other HHS channels

NLM YouTube channel in the future… Expanded content related to training, exhibitions, public services announcements; part of social media outreach and health promotion efforts Tagging content Bring people to the NLM site How will success be measured? Site views? Google metrics? youtube.com/nlmnih
