HTTransPlan towards common roadmap for developing effective Helsinki-Tallinn transport system Olli Keinänen 31.10.2011
WP 1 AND WP 2 project management and communications (Euregio) ResearchCoordinator (TallinnUniversity) Knowledgeplatform WP5 POLICY COORDINATION (City of Helsinki)
Steps in the work process • Mobilityresearch – scenariobuilding – alternativeroadmaps– assessment – policycohesion: strategicprojects • 1) describe basic scenarios and structural/systemic change factors • 2) list actions (strategies, policy measures, projects) • 3) define their interdependencies • 4) describe the roadmap for each scenario.
For building and discussing on roadmaps we should know where it aims: need to agree on common goals. From previous discussions it is possible to summarize tentatively general goals: • fast (travel/delivery time, frequency of connections) • reliable (safety, punctuality, year round, more than one alternative) • reasonable cost (customer’s price/tariffs, costs of infrastructure provider) • no negative impacts (on environment, urban life) • good travel experience
1. Actions in Helsinki • ongoing, planned, envisioned, plausible and possible • strategic choices, transport infrastructure investment, regulations, incentives Ropax transport in the West Harbour (A) secured OR (B) restricted. - description: strategic choice to be made by the city - phase: need in short term - relation to other actions: 2.1 - market reaction: if A then investment in larger vessels, if B then roro transport growth in Vuosaari (or move to other Finnish ports) - relation to external change factors: no 15, 16, 19, 20, 21 - part of scenario:
2. Crusell bridge in Jätkäsaari - description: connection to Länsiväylä & Kehä I, total cost xx €, part of Jätkäsaari urban development project around West Terminal - phase: ongoing - relation to other actions: - market reaction: - relation to external change factors: - part of scenario: 3. Tram line to West Terminal - description: - phase: - relation to other actions: - market reaction: - relation to external change factors: - part of scenario:
4. West Terminal development Tunnel street West Terminal – Länsiväylä Pisara rail tunnel Lentorata Railway tunnel Pasila-West Terminal Railway tunnel Helsinki-Tallinn - description: studies on concept and alignment, interconnections to other modes of transport- phase: idea for long term- relation to other actions:- market reaction: strong boost to twin-city, including labour and housing market integration- relation to external change factors: - part of scenario:
2. Actions in Tallinn • 1. Old Harbour terminal development • Pohjavail • Light Rail Ülemiste – Old Harbour • Rail Baltica alignment and terminals • Railway tunnel Tallinn-Helsinki • TLN – HEL flight connections
