The Geospatial World Today • We operate in the global “Knowledge Economy” • Appetite for information is growing veryfast! • Geospatial Information is now ubiquitous! • Government, Commerce and the Citizen expects access to publically funded data • Government Transparency & Efficiency drivers are mandating the release of data (e.g. Open Data) • Data Interoperability is now becoming the norm EIHC 5: October 2014

  4. What is MSDI? Fundamental marine geospatial information - made widely available; typically including: • seabed topography (bathymetry) • geology and geomorphology • seabed infrastructure and features (wrecks, offshore installations, pipelines and cables, etc.) • administrative and legal boundaries • areas of conservation and marine habitat • physical oceanography • maritime transport and ports …All Managed In An Interoperable Way! EIHC 5: October 2014 Benefits of MSDI • Increases the use of the data • Generates social and economic benefits • Allows more effective use of public funds • Eliminates organisational isolation • Stimulates organisations to make data accessible • Brings cost savings • Enables “Best Practise” data management • Enables co-operation and working together • Improves security and reduces risk • Stimulates access to additional resources and funding

  7. Key MSDI Components Our greatest challenge resides here! We are obstacles to change! We have ISO,OGC and IHO standards We are collecting more and more source data We have the technologies EIHC 5: October 2014

The IHO Community today Cultural and Organisational inertia! • Many HO’s still find it difficult (or refuse) to release data except for SOLAS purposes: • No mandate from Government • Decision Makers do not understand the need to release • No re-use licensing capability • Cannot accept or gain benefit from any revenue derived • Security concerns (an excuse not a reason)? • The current situation is unsustainable! EIHC 5: October 2014

Why Change? • Chart data is cartographically derived and adjusted specifically for SOLAS • Chart data does not give an adequate “real world” representation for uses other than SOLAS • Charts contain <5% of the data held by HO’s • The other 95% often remains “locked away” • Wider remit may stimulate additional funding • If you don’t lead MSDI – another organization will! • Hydrography is much more than Charting EIHC 5: October 2014

EIHC 5: October 2014 Some Potential Uses of HO (MSDI) Data Asset Management and Decision Support including: • Marine Spatial Planning (MSP) • Integrated Coastal Zone Management (ICZM) • Shoreline Management Planning (SMP) • Environmental Impact Assessments (EIA) • Emergency Response • Offshore Renewable Energy • Aggregates Extraction • Oil and Gas • Infrastructure Development (e.g. Ports and harbours) • Economic Development (e.g. Tourism, Aquaculture) • e-Navigation

Conclusions • There is an urgent need for quality maritime and marine spatial data to drive economic and socio-economic development • Data remains difficult to access, share and exchange • The need exists to supplement chart data with marine mapping • Core Reference data is a “must have” for asset management and decision support • MSDI allows stakeholders to act together to deliver data interoperability • HO’s are valuable stakeholders…so PLEASE unlock your Data Treasure Chests NOW! What Needs to Happen • Modernise data management and ENC production to a harmonised data centric model • Build on existing distribution mechanisms (e.g. RENC’s?) • Agree consistent licensing conditions and reporting (IHO to provide guidance?) • MSDI awareness training and briefings for ALL RHC’s • Participate in Regional MSDI initiatives collaborating with other bodies (e.g. UN-IOC Regional Marine Atlases) • Join the IHO MSDIWG to be part of the hydrographic data evolution! EIHC 5: October 2014
