  2. ETSC 2004 – Structure of Presentation More than 10 years of ETSC – who we are today: • A growing Organisation,… • …carrying out a number of road safety projects, programmes and campaigns… • …and are seen as the independent & impartial transport safety lobbyist in Brussels.

  3. 1 ETSC – 28 Members • 28 organisations from across Europe under one unique umbrella promoting science-based transport safety measures at EU level • More then 150 Experts contributing to ETSC’s Reviews, Policy Papers, Newsletters, Positions, Lectures, Press Releases, Year Books, etc. • 7 Secretariat staff members do their utmost to insert the knowledge of ETSC members and experts into EU transport safety policy-making • The European Commission, member organisations, member states and corporate sponsors are funding our work

  8. Traffic Law Enforcement... .... A good Recommendation by the European Commission, because: • 14,000 lives and 680,000 injuries could be saved every year • Rapid success rate: 20,9% drop in road deaths from 2002 to 2003 (France) • In combination with sustained efforts and media coverage enforcement will result in long-lasting effect (Number of DUI caught in Finland has dropped from 0.33% to 0.14% over past 10 yrs) • Public acceptance (70% of European divers are strongly in favour)

ETSC’s Enforcement Programme • To raise awareness in member states for a swift implementation of the Enforcement Recommendation. • To promote innovative enforcement solutions amongst manufacturers that help maximising casualty reduction and minimising injury risks. • To generate and disseminate new knowledge on progress made in different countries. • To share experienceson Best Practice in police enforcement. • To collect evidence to support, if necessary, the adoption of more binding EU legislation, i.e. a Directive, as stated in the Recommendation. www.etsc.enforcement.be “The one-stop shop on traffic law enforcement”

The VOICE tools • The VOICE Network To raise the profile of vulnerable road users and their needs among EU Policy makers • The VOICE Fact Sheets To identify a range of measures to improve the protection of vulnerable road users in 12 MS • The VOICE Sites To provide a concrete basis for local action to improve the situation in the specific locations. • The VOICE Personality To place in the public domain the needs of vulnerable road users and how they are being disserved by decision makers

EU-Lobbying: Driving Licenses A further harmonisation of the EU's Driving Licence could contribute to the EU target of halving road deaths by 2010 through: • Fighting against fraudulent access to driving licences • Sharing of information between licencing authorities • Cross Border enforcement.

EU-Lobbying: Safer Car Fronts Two files currently under review: • A ban on rigid bull-bars where, along with BEUC and ANEC, we have aided the drafting of the report and amendments in the EP • The feasibility study into phase II of the safer car fronts Directive where we have lobbied the Commission to implement the reports proposals
