  1. Financial Resources Increase unrestricted allocations to country offices in FY09, setting a new minimum benchmark for future increases. Generate noteworthy amounts of high quality restricted funds through signature programs, with an important overlap between learning laboratory and signature program COs.

  2. Managing the Transition Hold that thought…. Saturday & Learning Laboratories Will give us much more concrete detail about the transition needing management.

Human Resources Develop a talent retention plans for staff crucial to signature programs in learning laboratory (LL) countries, then expand to the entire LL portfolio, satellite countries, and beyond Clarify responsibilities and accountabilities regarding program quality, particularly for: RD, DRD program quality, DRD program support, CD, ACD program, regional quality teams, CI members channeling donor funds to programs, and global technical staff

  4. KNOWLEDGE SHARING AND LEARNING Focus global knowledge sharing and learning strategy around the eight program approach characteristics (or perhaps some subset of them deemed very, very high priority) and the signature programs

  5. Marketing, Communication, and Fundraising • Program and MCF staff here in Istanbul to organize a future workshop with a wider group of MCF and program staff to • work on understanding of the shift to programmatic approaches, • what impacts on underlying causes look like (nature of the actual evidence), and • Discuss how to tell the impact story simply and understandably

  6. Spreading the Gains More Broadly Revise the Strategic Planning guidelines via a participatory, field-tested process to embed new analysis and decisions that foster programmatic shift and the program support changes needed to enable them

  7. HOLISTIC CHANGES COMBINING PROGRAM AND PROGRAM SUPPORT For purposes of focus, and feasible level of effort: within LLs, USE SIGNATURE PROGRAMS as “laboratories within laboratories” in which the holistic set of program and program support changes needed are implemented, learned from, and then extended/disseminated.
