Information Sharing (IS) Index • A tool to help Practitioners to accurately identify: • the Child or Young Person before them • if they are receiving universal services • which other Practitioners are (or have been) involved with the child • that another Practitioner has information to share, has undertaken an assessment or is taking action with regard to the Child • The requirements and solution structures are being shaped by: • Learnings from Trailblazer Local Authorities • Extensive consultation with other relevant stakeholders • Policy & Regulatory framework • Public and cross-government consultation

Big Issues (4): Security • Access limited to those who have: • Had their ‘need’ established • Been CRB-checked • Received training • Role-based access controls • Hide “sensitive” children; • Hide sensitive practitioner involvements from all but essential staff; • Allow normal access controls to be overridden with safeguards; • Audit of all overrides • Mechanisms to prevent trawling, including: • ensure child address not visible until enough data supplied to identify child uniquely, • audit ALL accesses to records • repeated access to records of children not assigned flagging up a security alert
