ISO TECHNICAL MANAGEMENT BOARD (PEG) - Background • ISO has seen its work program evolve into new subject areas in recent years • Compelling challenges for ISO regarding its standards development processes have come with this evolution • The ISO Technical Management Board (TMB) formed its Process Evaluation Group (PEG) to investigate the responsiveness of the ISO standards development processes to these changing dynamics. • The ultimate intent of the PEG’s efforts is to • safeguard the outcomes of the ISO system • promote the existing value, strength and authority of international standards and the processes by which they are produced. • uphold the commitment of the ISO system to participation via national standards bodies and liaison organizations.
ISO TECHNICAL MANAGEMENT BOARD PEG Tasks PEG Task 1 • To examine processes for consensus decision-making and stakeholder engagement within NSB and liaison organizations as such positions and comments may impact the credibility of resulting ISO standards. • Questionnaire issued and responded to by (43) member bodies and (29) selected liaison organizations • Two guidance documents published: end 2010: • Engaging stakeholders and building consensus – Guidance for ISO national standards bodies • Engaging stakeholders and building consensus – Guidance for Liaison Organizations

PEG Task 2 • To review the current situation and consider the possibility of alternative models of standards development operations and participation in ISO • Generic question set – consultation amongst ALL ISO member bodies and selected liaison organizations. • Specific questions related to the ISO/TMB WG SR – consultation within the ISO/TMB WG SR and TMB members national consultation • Consultation closed end October 2010 • Recommendations – no specific alternative model required, but three areas identified for changes and improvements covering: all ISO standards development activities; where speed to market is key; where broader public interest is key

ISO TECHNICAL MANAGEMENT BOARD PEG – next steps • TMB as part of their strategic planning need to consider the monitoring of the usage of the guidance documents by NSBs and liaison organizations (Task 1) • Promotion of guidance and recommendations to NSBs and TC / SC Chairs related to: improvements to all ISO standards development activities; where speed to market is key; where broader public interest is key • Communication regarding changes to the process as a result of Task 2
ISO TECHNICAL MANAGEMENT BOARD PEG – Role for TC/SC Chairman • Stakeholder engagement and consensus decision-making are central to the ISO process • Please familiarise yourself with the PEG Guidance documents: • Engaging stakeholders and building consensus – Guidance for ISO national standards bodies; • Engaging stakeholders and building consensus – Guidance for Liaison Organizations; • Documents are available to download: (insert link to ISO site) • ISO needs the support of the TC/SC Chairman in implementing any necessary changes to the processes (Task 2) to ensure that ISO continues to be responsive to new stakeholder needs and to maintain itself as a highly relevant international standards developer
