Base Registers of the Czech Republic • Act No. 111/2009 on base registers establishes: • Population Register (Ministry of Interior) • Register of Juridical Persons (Czech Statistical Office) • Register of Territorial Identification, Addresses and Real Estate (Czech Office for Surveying, Mapping and Cadastre) • Register of Rights and Duties (Ministry of Interior) • These are mutually inter-connected by secure information system of base registers (Ministry of Interior) • Main Goal: To provide public administration with reference data , i.e., data which can be taken over without any verification • Operational by 1.7.2012 Register of Territorial Identification, Addresses and Real Estate

Register of Territorial Identification, Addresses and Real Estates (RTIARE) – data contents I • Territorial elements - parts of the territory enclosed by boundaries • Elements of the regional division (e.g., regions, districts, municipalities, cadastre units) • Parcels • Building constructions with house numbers • Addresses of building constructions • Their mutual relations (links) • Localization is provided by coordinates of centroids and address points and boundaries (if possible) Register of Territorial Identification, Addresses and Real Estate

RTIARE – data contents II • Territorial units – territorial elements of equal type, which do not have boundaries, e.g., parts of municipalities, streets • RTIARE will provide data on owners and ownership rights related to parcels and constructions. This data will be taken over from the current Information System of the Cadastre of Real Estate. Register of Territorial Identification, Addresses and Real Estate

Addresses in RTIARE • Addresses will be located by address points of building constructions • For building constructions with more than one entrance, address points can be assigned to individual entrances, • For larger areas enclosed by fences, an area address point (assigned to a gate) will be added to identify access of emergency services • Addresses will be maintained by municipalities and Building Control Offices – in case of records of address points of new constructions. Project of RTIARE • The Project consists of: • Creation of Base Register RTIARE • Creation of IS for Territorial Identification (IS TI) • New system for maintaining of RTIARE • Holds only data which IS CRE does not contain • Has links to IS municipalities and Building Control Offices • Adaptation of IS of Cadastre of Real Estate (IS CRE) • Both IS CRE and IS TI carries out maintenance of RTIARE Register of Territorial Identification, Addresses and Real Estate

Status of the RTIARE project I • While the RTIARE project started on time and schedule, other projects are substantially delayed (problems with tenders) • IS TI, RTIARE and first adaptations of IS CRE have been tested • Addresses from different sources have been compiled and are being tested and prepared for the initial loading • As system of base registers was designed as an integral whole and the information system of base registers (IS BR) is needed to inteconnect individual information systems (and has a big delay), we have to wait for an alternate solution, enabling updates of IS TI by municipalities – by September 2010? Four stages towards production of RTIARE and all Base Registers • Loading of IS TI, start of cleaning and updating address data by municipalities - till 30.12.2010 (using alternative solution instead of IS BR) • Loading data from IS CRE and IS TI into RTIARE (full IS BR is needed) – till 30.6.2011 • Pilot run of Base Registers and checking their data against information systems of main users, – till 31.12.2001 • Tuning of performance of BR and start of production of Base Registers – by 30.6.2012 Register of Territorial Identification, Addresses and Real Estate

Digital Map of Public Administration • Individual project, managed by Regional Governments – not a part of RTIARE, but it will utilise it • 3 layers: • Cadastral, - Digital Cadastre Map or Purpose-made cadastre map (just vectorised), without any legal consequences, Cadastre Offices will cooperate on its maintenance • Ortophotos • Technical (Utility) Maps, where these exist Register of Territorial Identification, Addresses and Real Estate

Conclusions • Integrated System of Base Registers of the Czech Republic will be outstanding, when in production. • Due to numerous mutual dependencies its creation is very demanding and complex • RTIARE is the only project, which started on time and schedule • At present, we are facing many difficulties due to delays of other projects.
