Why Check Specs • Year old prevailing rate - $1.00/hour below collective bargaining agreement • Deferred increases not included • Non-Union vs. Union labor costs could be $2.00-$3.00/hour
The Colorado Survey: What Went Wrong • Department of Labor Actions: • Wage rate issued March 12, 2002, based on projects under construction between Nov. 1, 1997 and October 31, 1998 • Wage data transmitted to Washington, D.C., 12/20/2001 (a delay of over 2 years) • Failed to call contractors for clarifications • Accepted wage data reflecting violations of prevailing wage rates
The Colorado Survey: What Went Wrong • We lost the wage rate because: • 55% of submissions were omitted due to groups 1,2,3 instead of actual classifications • 569 workers classified as “traffic director/flagger” • $800,000 project had 24 flaggers • $7.6 million project had 35 flaggers • All flaggers were accepted while DOL rejected 542 Group 2 Laborers and 499 Group 3 Equipment Operators
The Colorado Survey: What Went Wrong • Protest filed with U.S. Department of Labor regarding these issues in July, 2002
