In 1873 The Comstock Law • In WWI Congress refused to send condoms to the men fighting overseas. As a result many men returned home with a STD. • By 1924, the condom was the most commonly prescribed method of birth control and by World War II • 1960s- Sexual revolution • 1980’s- AIDS
James Drane's article Condoms, AIDS, & Catholic Ethics • The focus of the meeting was determining whether the risk of AIDS would justify condom use in marital intercourse under the Catholic moral theory. The basis of the moral theory is that the nature of the body's natural function and balance is the standard of moral right or wrong. This "natural law" makes the use of condoms wrong and in extreme cases "intrinsically evil".
Comparison between the use of condoms for disease prevention and condoms for contraception with murdering a person and killing someone in self defense. In reality the person would be pulling the same trigger and result in the death of somebody. • However, murder is always wrong and killing in self defense is morally justifiable. Drane knows that a condom is still a condom despite its purpose but he feels that using a condom for disease prevention is justifiable

Condoms for Inmates Sparking Controversy • In the state of California, it is illegal for inmates to engage in any sexual activity with anyone whether it is consensual or not. • Governor Arnold Schwarzenegger has proposed to start a pilot project in which prophylactics would be distributed in prisons. • Is it a security risk? What are the benefits? • Inmates may use the condoms to conceal drugs inside their rectal cavities. They may also be able to hide knives or other stabbing devices. Ford Canutt, a spokesman, said that “anything that circumvents security, we have a problem with.” With all that said, Canutt said that the project may be OK in minimum-security prisons.
The New York Times reported on April 14th a Washington study that students who participated in sexual abstinence programs were just as likely to have sex as those who did not, according to a study ordered by Congress. • Also, those who attended one of the four abstinence classes reviewed reported having similar numbers of sexual partners as those who did not attend the classes. And they first had sex about the same age as other students — 14.9 years, according to Mathematica Policy Research Inc. • The federal government spends about $176 million a year promoting abstinence until marriage. Critics have repeatedly said they did not believe the programs worked. • Condoms continue to be the main barrier protection for preventing STIs and the HIV virus
