Presentation Overview • Australia’s refugee program • Re-Settlement Understanding- Communities & Government • SSI Model • weaknesses
Refugee settlement “unsettled” since 1989 • “Bastardisation” of Asylum seekers emerged from divergence from “accustomed images” of who refugees were and how they arrived • Australia's policy response on refugees is torn between ‘long-standing immigration controls” and new “politics of internationalization and integration” • Uneasy and interim accommodations within the immigration programme, with asylum seekers and offshore refugees being offset against one another.
Settlement discourse • Historically the term indicates a coming to agreement after a period of conflict or turmoil and has ‘legalistic’ connotations (Roe 1998, 71). Used for nation building type ideology. • Governments - New arrived defined– first five years of arrival (DIAC Settlement report 2002) • “Citizenship” – testing • “Integration”- African wave
Settlement Services International (SSI) formerly known as Migrant Resource Centres Association (MRCA) is a NSW peak agency representing the multicultural settlement service organisations. SSI signed the contract with Department of Immigration and Citizenship (DIAC) on 21 March and commenced providing Humanitarian Settlement Services (HSS) on 18 April 2011. SSI – HSS Model

Huge backlog created due to Transitioning Out of last provider Large numbers during Transition In for SSI Biggest numbers – 202 & 866 Many 866 already released and referred after Clients status
Lack of planning (number based) Controlled by provision of Short term Accommodation (high pressure zones) Affordable housing (Long term accommodation) Case management model but limited in its capacity due to the nature of the contract Emerging issues
Strengths • Model is localised and makes sense to clients • Exit pathways for clients • Value added services through MRCs
