  3. Title V Funding- FY 2010 • Part A (HSI) $117,429,000 • Part B (PPOHA) $ 22,000,000 • HSI STEM $ 100,000,000

Two Components of Eligibility 1) Request for Designation of Eligibility • Your institution must be certified as an ‘eligible’ institution • You must apply every year you seek new funds 2) HSI Assurance • Due with Title V application • Mandatory for Title V Program eligibility • An enrollment of undergraduate full-time equivalent (FTE) students that is at least 25% Hispanic

  5. HSI STEM & ARTICULATION PROGRAMS (84.031C) Health Care & Education Affordability Reconciliation Act of 2010

  6. AUTHORIZATION • Health Care and Education Affordability Act of 2010 • Amends Title III, Part F, section 371of the Higher Education Act of 1965, as Amended (HEA) • Appropriates $100 M for Hispanic Serving Institutions FY 2010-2019

  7. REGULATIONS • HSI STEM & Articulation Programs’ authorizing legislation reference sections 502 and 503 of the Higher Education Act. • Title V regulations from 34 CFR temporarily adopted for this program are: 606.3 – enrollment of needy students (eligibility) 606.4 – low education general expenditures (eligibility) 606.10(c) – unallowable activities 606.23(b) – Tie-Breaker Provisions

  8. Purpose of Program To assist Hispanic-Serving Institutions— Develop and carry-out activities that improve and expand their capacity to serve Hispanic and other low-income students

  9. Purpose-Continued Priority given to applications that: Increase the number of students attaining degrees in the fields of science, technology, engineering, or mathematics, and Develop model transfer and articulation agreements between 2-year HSIs and 4-year institutions in such fields

  13. ELIGIBILITY APPLICANTS MUST HAVE AN ELIGIBILITY DESIGNATION FROM EITHER OF TWO ELIGIBILITY APPLICATION PERIODS IN FY 2010: December 7,2009-January 6,2010 August 13, 2010 - September 13, 2010

  14. PROGRAM PRIORITIES ABSOLUTE PRIORITIES Two priorities written into the legislation And COMPETITIVE PREFERENCE PRIORITIES

  15. BOTH OF THE FOLLOWING ABSOLUTE PRIORITIES MUST BE MET:

  16. Absolute Priority 1 Increase the number of Hispanic and other low-income students attaining degrees in the fields of science, technology, engineering, or mathematics (STEM).

  17. Absolute Priority 2 Develop model transfer & articulation agreements between two-year HSIs and four-year institutions in such fields [STEM].

  18. COMPETITIVE PREFERENCEPRIORITY 5 EXTRA POINTS FOR AN APPLICTION THAT MEETS THIS PRIORITY Enabling More Data Base Decision Making

  19. Enabling More Data-Based Decision Making Projects designed to—collect, analyze, and use high-quality and timely data in the following priority areas:Improving postsecondary student outcomes related to enrollment, persistence, and completion and leading to career success.

  20. Allowable Activities ALLOWABLE ACTIVITIES Authorizing legislation incorporates activities from Title V Developing Hispanic Institutions Program for the HSI STEM & Articulation Programs

  21. Allowable Activities-Con’t ALLOWABLE ACTIVITIES • Academic Quality • Faculty development • Curriculum development • Improvement of basic skills courses • Acquisition of library materials and laboratory equipment

  22. Allowable Activities-Con’t ALLOWABLE ACTIVITIES • Student Services • Counseling (peer, career, personal) • Tutoring and mentoring • Establishing learning communities • Improving student facilities and computer labs

  23. Allowable Activities-Con’t ALLOWABLE ACTIVITIES • Student Outcomes • Improving student retention and graduation rates • Increasing academic achievement

  24. Allowable Activities-Con’t ALLOWABLE ACTIVITIES • Fiscal Stability • Establishing or improving a development office • Strengthening Alumni relationships and fundraising • Building an endowment • Increase research dollars

  25. Allowable Activities-Con’t ALLOWABLE ACTIVITIES • Institutional Management • Creating and maintaining Management Information Systems • Training and developing staff other than teaching faculty • Construction and renovation • Improving the infrastructure for internet access

What Title V Can Fund ALLOWABLE ACTIVITIES • Purchase equipment for education or research • Improve instruction facilities [construction, maintenance, renovation] • Faculty and staff development • Curriculum revision and development • Strengthen telecommunications capacity • Enhance student services • Strengthen administrative and funds management systems • Establish or improve a development office • Establish or increase the institutional endowment fund

  27. Title V Cannot Fund ALLOWABLE ACTIVITIES • Activities not mentioned in the original application • Activities inconsistent with applicable State higher education plans • Religious worship • Non-degree or non-credit courses • Operational costs • Salaries for college-wide officials • Costs of organized fundraisers • Costs for student recruitment • Costs of publications to promote the institution
