Why do members last so long? • Easier for Incumbents to raise campaign funds • Incumbents are better known and trusted by voters • Districts are gerrymandered to favor incumbents Robert Byrd

Pros and Cons of Term Limits PRO’s CON’s 1. Kicks out good leaders 1. Need for new ideas 2. Less chance of corruption 2. By the time congressman are established and comfortable they will be removed 3. More urgency for politicians to make a difference. 3. Last term congressman will ignore the people. 4. Eliminate career politicians

Committees • Purpose – Congress depends on Committees to consider the thousands of bills proposed each session. Help ease the workload of Congress.
Committees • 3 Purposes • 1. Congress divides work among smaller groups • 2. Select bills that receive further consideration • 3. Hold public hearings to help public learn about issues facing the nation.

Subcommittees • Group that is a subcategory of Standing committee which specializes in section of Standing committees issue.
Select committees • Temporary committee that studies one specific issue and reports its findings.
Joint committees • Similar to a select committee but includes members of both houses of congress. ***Conference Committee is a type of committee set up when the House and Senate have passed different versions of the same bill.***
