What is PAS? • Funded by MHCLG to support English planning authorities “[PAS] exists to support local planning authorities in providing effective and efficient planning services, to drive improvement in those services and to support the implementation of changes in the planning system” • We are employed by the LGA • There are only 7 of us
PAS - Building capacity • We work with Councils to find solutions. • We build these solutions into tools and advice for all Councils. • We link Councils sharing similar issues together. • We use officers and members from Councils to talk to others about their experiences. • This builds capacity and we all learn. • We don’t work for Councils, we work with them.

The Challenges • Not enough local plans, leading to…. • Short term decision making, leading to….. • Delivery that is low in quality and quantity, which upsets communities….. • Making it more difficult to bring forward plans. Is there a way out of this cycle? What do recent policy changes do for planning?
Individual actions, collective benefit • Use your position to influence others • Work collaboratively, sharing ideas and skills • Provide stability in uncertain times • Be positive about the profession and its purpose • Give opportunities to others • Be creative and innovative • Try new things • Make the system work
If not you, who? If not now, when? We live in uncertain times but we can’t just wait. • Be brave • Be bold We all need planning to work well and we all have a role in making this happen.
Key messages • The planning system is a cycle. The individual parts do not work in isolation. • Monitoring and evaluation is crucial to making the planning system work. We all need to learn to improve. • Improvement is not a project, it’s part of what we all do. • Avoiding penalties, whilst important, is short term. • Working out what long term should look like is so much more important.
