The Public Policy Solution • Permissible beverages to be sold with a children’s meal include, (1) Water, sparkling water, or flavored water, with no added natural or artificial sweeteners; (2) Milk or non-dairy milk alternatives; (3) 100% juice or fruit juice combined with water or carbonated water, with no added sweeteners. • This policy must be achieved at the state or local level. • This policy can be met through legislation, regulation, or executive order but not through the passage of informal (non-governmental) policy or through the implementation of a “program,” as this is a public policy goal; therefore, a public policy intervention is necessary. • This policy applies to all children’s meals in all restaurants as defined in existing state or local law.
