援用說明: • 因 EASA Part-66 對於 Basic License & Type License 申請已有明確的規範,再加上 DEC/09/2008 華航 陳德明組長已完成此部份的簡介,故本次將以英國 British Civil Airworthiness Requirement (BCAR) Section L轉換 EASA Part-66 的過渡作法作為報告主軸。 • Engineer License Guideline Document (ELDG) 是輔導歐盟體系國家將其國內的證照制度順利的轉移至 EASA Part-66 的建議及操作原則,內文中係以 JAR-66 與 BCAR 作為操作標的來加以說明與陳述。 • 經研讀相關內容後其 BCAR 轉換 EASA PART-66 的部份較符合本次報告所要求的主題,故以 ELDG 為基礎並以 BCAR 為標的,從五方面加以討論並作為本次簡報的內容說明: 01
ELGD 『Protected Right』 Conception: • Protect rights are the entitlement to have National license, qualification or certification privileges transferred to Part-66 aircraft maintenance license. • Limitations will be applied where appropriate to the basic license and to aircraft type or group ratings. • Aircraft type authorization remain as protected rights and can be claimed at any time either on or after conversion. 02
BCAR Section-L & EASA Part-66 轉換期限: • The majority of BCAR AML must be converted to a Part-66 AML: • Aircraft listed in Annex-II of EC 1592/2002 cannot be certified using a Part-66 license. 02
具 BCAR Section-L 持照人員轉換 Part-66 A/B1/B2/C • Recommendation for applicants converting to a Part-66 license: • Basic license - Convert BCAR Section-L to Part-66. • Type rating - Convert current approve/type rating. Non-current approve/type rating rejection rate high for conversion. • The logbook assessor: • The CAA issue new application form to assessor for evaluation. • Assessor responsibility to evaluate and determine the extent of practical skills and maintenance experience necessary. • Assessors will be nominated by the Part-145 or Part-147 Organization by virtue of holding a supervisory or management position within the approve organization. 04
具 BCAR Section-L 持照人員轉換 Part-66 A/B1/B2/C • Fast-track process for Part-66 conversions. • Normal method : Claim full protected rights. • All old approvals data • Taken a significant amount of time to assess, in order to identify the scope of approval • Fast-Track method : Reduce the handling time. • Convert basic license • Convert current active type rating only. • Other old type previously held remain as protected rights. 05
具 BCAR Section-L 持照人員轉換 Part-66 A/B1/B2/C • Conversion of BCAR to Part-66 basic license • Part or full conversion examinations as appropriate may be taken before or after the conversion process to remove limitation. • In most instances additional experience will also need to be demonstrated before qualifying for the full category or sub-category of a Part-66 AML. • Before these privileges can be considered for transfer to a Part-66 license, the CAA must establish the adequacy of training and examination when considering an individual’s conversion. This can only be down with the full co-operation of the relevant Part-145 organization. • Limitation refer to 四.6 06

航空從業人員報考 Part-66 A/B1/B2/C Basic License • 完成 Part-147 維修訓練學校課程 • 參訓學歷專長的定義與分類。 • 依基礎執照類別按 Part-66 Training Module 施訓。 • 施訓完成經 Part-147 的檢定考核給予所屬類別基礎執照。 • 檢定考官由 CAA 或委任 Part-147/145 資格人員擔任。 • 以工作年資與經驗參加檢定 • 工作年資/學歷/經歷 作為參加檢定依據 • Aircraft Maintenance Logbook - Evidence For Experience. 航空從業人員報考 Part-66 機型執照 (Type Rating) • 完成 Part-147 維修訓練學校課程: • 依基礎執照 B1/B2/C 屬性依機型 Level-1/2/3 給予機型訓練。 • 訓練內容分為 Theoretical/Practical/Type Training Examination Standard。 • 施訓完成經 Part-147 的檢定考核給予所屬 航機/發動機 等各式機型類別執照。 • Part-145 經 CAA 核可可申請 Part-147 (Type License) 授課與檢定資格。 19
航空從業人員報考 Part-66 機型執照 (Type Rating) • 以工作經驗參加檢定 Part-66 機型執照 (Type Rating): • 未曾參加 Part-147 所提供的 Type Training Course。 • 從事於 Part-145 相關機型維修工作 (OJT) 並提出經 Part-145 Approve 的 Aircraft Maintenance Logbook 作為佐證。 • 考核的方示與種類 (Type Examination Standard): • Oral - Examination question must be open. • Written - Essay type or multiple type. • Practical assessment • A written report must be made by examiner to explain why the candidate has pass or failed. • 檢定考官由 CAA 或委任 Part-147/145 資格人員擔任。 • 通過檢定考核給予所屬類別 機型/發動機 執照。 Ps: 藉工作經驗參加檢定 Part-66 機型執照檢定因執行難度高,目前尚未使用該項程序來作為 Type Rating 的核發依據。 20
Repair Man License 執照轉換: • 就所查閱的資料中 EASA Prat-66 & ELGD 均未對 Repair Man 執照給予 • 明確轉換規定,因大陸 CCAR-66R1 對 Repair Man 轉換較為明確,故引用相 • 關內容加以說明: • 就所查閱 CCAR-66R1 Repair Man 分為六類, CCAR-65 維修人員轉換 CCAR-66R1 維修員作法說明如下: • 持有效的 CCAR-65 維修執照 • 工作經歷/學歷 符合 CCAR-66R1 規定 • 持有『A』 - 更換 CCAR-66 Structure/Landing Gear/Mechanic • 持有『E』 - 更換 CCAR-66 Electrical • 持有『AV』 - 更換 CCAR-66 Avionics • 持有『A/P』- 更換 CCAR-66 Structure/Landing Gear/ Mechanic/Powerplant 21
結語: • Aircraft Maintenance License (AML) 的轉移至 EASA Part-66 系統,就國內業者而言最為關心的部份是: • 相關法規制定後需提供業界足夠的空間與時間進行 AML 證照的轉換操作。 • 新舊系統轉換期間仍有許多不可預知的問題潛藏,需即時修正相關條文輔導業界共同克服此類障礙。 上述的問題仍有賴局內的規劃處理,並給與明確的定義與界定,在新制『人檢規定』擘劃的同時,同步考量業界經營上的困難,讓此前瞻性的政策方案順利展開,讓業界既可滿足新制法案的規定,又能兼顧生存發展的需要。 敬請指教 謝謝 22
