  4. The 1994 GHG Inventory (1) • First Emission Inventory developed in Peru • One purpose effort: Report to the UNFCCC • Based on available information • Developed by consultants

  5. The 1994 GHG Inventory (2) • Capacity built ? • Poorly documented, difficult to replicate, verify • Results did not call attention • GHG emissions were not the focus of concern • Air Quality :Local problems linked to Global problems

The 2000 Inventory: improvements (1) • Mixed team: ministries staff + supporting consultants AD • Learning by doing: • Training of experts that after developed sectoral/local inventories • Activity Data improvement: Field work • Capacity Needs Self assessment • Integrated with Air Pollutants Inventory

Lessons learned • Still much work to do: • Tool for decision making /multipurpose • Legal Issues for data reporting and information flow • Roles and Budget • Law enforcement and Institutional capacity building • Local problems with a global thinking: • Efficient use of resources (AQ, INV, CDM) • Long term planning • Advantages of mechanisms for emissions mitigation
