Survey Methodology(elaborated in 2015) Sampling based on: 1) information about: the amount of distributed aid packages at different places during previous year gender and age of the end recipients, as well as the total number of end recipients (data of previous year) at each region and type of administrative territories (rural area, small or big town etc.) 2) types of partnerorganizations (PO), ensuring coverage of all types of PO
Survey Methodology Conditions for field work: Coverage of all administrative territories (119 municipalities) Frequency of interviews at each certain distributing place (not more than 10 interviews at one place per day) Using by MA approved version of questionnaire (wider version, including questions of FEAD Structured survey) Authorization of interviewers to manage interviews on behalf of MA Interviews in Latvianand Russian language Respectingofhumandignity
Pilot survey before the structure survey • Agreement with external contractor for 3 years (planning of deadlines for mid-term reports, finance planning, possibility to change tasksonce a year) • In agreement included all conditions and methodology • Foresee reporting system in order to monitor the whole process • Payment by results • Permits for carrying out of telephonic interviewsonend recipients • Managing of interviews respecting of human dignity • Communication and exchanging of information between MA and external contractor Lessons learned on the survey process
