Council on Active TransportationGreg Byres • Safety and the incorporation of facilities within the roadway system. The majority of examples and ideas were for urbanized environments, and not much on rural routes. • Examples of multi-path projects were presented with an emphasis on community. The majorities of the projects presented were generally funded through local taxes and were politically driven. The Council, as a whole, was in favor of pushing these types of projects. • ADA and impacts for active transportation were discussed, with a recommendation to have AASHTO adopt PROWAG as the standard for ADA implementation.

Committee on DesignSteve Boschen • Green Book Errata Sheet– • COD Committee on Geometric Design - Working on development of Errata Sheet for recently published 7th Edition (2018) of Green Book • MASH Update • FHWA ceased issuing eligibility letters for devices • To Date – 3 year effort to find testing facilities • Sunset date is still December 31, 2019 for non MASH-compliant devices • Reimbursement of NCHRP-350 compliant devices by FHWA is desired if “MASH-compliant” device is not available or tested for needs of individual states • 2D Plans to 3D Model delivery • Technical committee on electronic engineering standards (TCEES) is currently investigating the IFC Road & Bridge Project thru building Smart International for a common 3-D model schema.
Committee on Materials and PavementJesus Sandoval • UHPC (ULtra High Performance Concrete) • 17k PSI • The Cement Concrete Reference Laboratory (CCRL) offers inspections in accordance with ASTM C1856 • Fly Ash shortage • Raw or Calcined Natural Pozzolan are some new alternatives being proposed for SCMs (Supplementary Cementitious Materials) by DOTs and AASHTO to address shortage of Fly Ash • Hamburg Test • Montana DOT is currently using Hamburg test for QA to determine rutting and stripping susceptibility of asphalt mixes. (ADOT uses Hamburg for information only currently) Good No Good
Committee on Bridges and StructuresDavid Benton • NCHRP 20-07 Task 410 "Load rating for FAST Emergency Vehicles EV2 and EV3" was published and it may be a good reference. • Drone can be used as supplement tools to provide info but not for inspection. • Critical Finding for bridge and tunnel will be focus on report / timeline / database • Load posting set for 30 days starts with Load rating completed (notified to the poster). It is under state control to make sure it will be posted in 30 days. State can withhold funding if the poster doesn't comply or use state police to enforce it. 10/1/19 is official effective date • MASH to replace NCHRT 350

Committee on TrafficMaysa Hanna • Increase in the gas price to handle preservation. • Smart Lane, use of shoulder during peak hours 6-9 am and 3-6 pm • FHWA update: • Pavement Marking Retroreflectivity on path to the Final rule making. • Horizontal Curve Warring Sign- compliance date will be addressed in the next NPRM. • 3D Crosswalk • Colored Pavement for HWY Rail crossing is not under consideration. • Red colored pavement for transit lane, draft IA is under review • MUTCD new edition, NPA likely to come out later this year • Speed limit: • Currently the practice is to use the 85th percentile. According to NCHRP 17-76 there is a recommendation to use USLIMITs2 which will result in lower speed limit as they use the 50th percentile.
Committee on TrafficMaysa Hanna • Using Automated Speed Enforcement. • Local Municipalities are not following MUTCD • Noise complaints about the sinusoidal rumple stripes • Increase of crashes after the approval of the recreational marijuana in Illinois • DOT's are moving toward wider striping as a preparation of the CV/AV. • Use of temporary rumple stripes in 70mph FWYs. • FHWA working with NHTSA on the type of messages DOTs can use on DMSs.

Committee on PlanningGreg Byres Reauthorization of Transportation Bill (Top 5 issues) • Maintain existing balance of authority between DOT, MPO, COG • Fiscal constraint related to NEPA - allows completion of the NEPA process regardless of whether the project or phase is included in a fiscally constrained STIP or TIP • Do not increase burdens on planning but rather look for areas to reduce in the area of Performance Measures and Management • Increase projects eligible for CMAQ funding • Streamline and simplify the development and updating of the multitude of transportation plan documents currently required by states
