According to the 2001 census results in Bulgaria, the number of roma in the country is 370,908 or 4,7% of the population. Various sources, however, estimate the real number of Roma to be between 600,000-800,000 or 8-10% of the population
1. Programs for stimulating small family business 1.1.A program from social benefits to self-employment Aim of the program is to give an opportunity of this part of unemployed of having access to credits for the start of small family business and to grown from „consumers” into tax-payers 1. 2. Agro business consultation centers Aim of the program is to support the realizations of agricultural economic initiatives regards with the requirements of the European Union of the unemployed people from vulnerable groups into an unequal position
2. Job creation program for people in vulnerable position 2.1.Program for young people employment Aims: • Abolishing of stereotypes and attitudes of employers towards the roma community • Decrease of the percent of the people employed in the grey economy Activities: • Training module • Practice module 2.2. Market for part-time or at home jobs Aim of the program is providing of income for the most marginalized part of the unemployed roma people
Controls and implementation • The implementation of the program will be monitored and assessed by the working group made up of all stakeholders • The achieved results will be presented before the Ministry of labor and Social Policy for the purpose of their multiplication at national level Approaches for the realization of the program • Participation of all the interested parties • Partnership between NGOs and Govt. Institutions • Having in mind the needs and opportunities of the community • Work with all ethnic communities and excluded groups • Paying attention to the mentality, traditions and culture of the people • Stimulation of the initiation and realizations of new ideas • Direct employer-employee contact
1. A program for equal start at school Aim of the program: Giving a chance to children for equal start at school Controls and implementation The program should be controlled and implemented by a teacher, an assistant – teacher and director of the respective school as well as by NGO representatives and experts at regional and local level
2. Program for motivation for increase of the attendance and children ‘s longer stay in school Aim of the program • Increasing the children’s attendance and keeping up their interest in school Controls and monitoring of the program • The control and monitoring of the program has to be implemented by working group including NGO representatives, school directors and teachers from the schools, where the training is carried out, and representatives of the Municipal “Education” department
3. Program for increase the number of young roma people in the Universities Aim: • Give equal access to Universities for the young people from the roma communities • Increase the number of the prepared and qualified Roma people for participation in the social life Controls and implementation of the program: • The program has to be controlled and implemented by a Municipal Education Department, NGO representatives, secondary and high school directors, qualified teachers Stimulation of the initiation and realization of new ideas in regard with the EU requirements is part of approaches
4. Program for organization of students’ forums • Motivation for students participation in the social life at local, regional and national level • The program has to be controlled and implemented by representatives of NGOs, directors of secondary and high schools, etc. • Close cooperation among University lecturers, teachers and applicant-students
5. Strengthening the role of the school boards in order of support of the self-financing of the schools Controls and implementation of the program: A working group for evaluation and analyses, NGOs, local, regional Education department, experts from the Ministry of education for the multiplication of the experience at national level Special approaches for the realizations: Broadening the students’ participation in the social life
