Willard Bay Diesel Spill • Spill occurred March 18, 2013 at 8:45 PM • 74” split in an 8 inch diesel pipeline • A “significant amount of diesel” was reported to be spilled • 485 bbls (20,370 gals) Seep Metro Waste Water Plant Suncor Refinery
Willard Bay Diesel Spill • Diesel accumulated in a wetland area created by a series of beaver dams • OSC, STARTS and EPA PIO arrived on scene morning of March 19 2013 • Countermeasures implemented immediately and formal Unified Command established • Press conference 3:00 PM March 19th Seep Metro Waste Water Plant Suncor Refinery
Willard Bay Diesel Spill • Unified Command initially met 9:30 AM and 5:30 PM each day • Incident Commander (Chevron) • International Spill Response Team and contractors • EPA • DOI, Bureau of Rec, US Fish and Wildlife • UDEQ Drinking Water Division • DNR, State Parks Seep Metro Waste Water Plant Suncor Refinery
Willard Bay Diesel Spill • Approximately 130 personnel on site • Working 24/7 • EPA coordinated Pollution Removal Funding Authorizations (PRFAs) • Bureau of Reclamation • US Fish and Wildlife Service • All inclusive, formal Unified Command worked very well • Lessoned learned from Red Butte Creek 1 and 2 Seep Metro Waste Water Plant Suncor Refinery

Willard Bay Diesel Spill • As of 30 April 2013: • Estimated 482 bbls recovered, 3 bbls remaining • Water control strategy approved by Unified Command, material ordered and prep work started • Seed mix approved and ordered
Willard Bay Diesel Spill • As of 30 April 2013 (cont.): • Groundwater and surface water sampling to continue (State lead) • Emergency Response phase estimated to end mid-late summer 2013 • Area to remain closed to public until State completes risk assessment (3 months)
