Meeting of MISEP Correspondents7 – 8 October 2009, Stockholm, Sweden“MITIGATING THE EFFECTS OF ECONOMIC CRISIS ON THE LABOUR MARKETS”“THE CHANGES IMPLEMENTED AT THE CROATIAN LABOUR MARKET TO OVERCOME THE CRISIS” • This National Employment Promotion Plan (2009-2010) defines the whole range of implementing activities and measures in the following priority areas: • Increase of the participation rate of middle aged women (in particular women with low or inadequate qualifications); • Increase of the participation rate of the elderly; • Increase of the participation rate of the youth; • Addressing the issue of long-term unemployment; • Reducing the imbalance of skills (imbalance between the labour force knowledge and skills and the labour market requirements); • Improvement of adaptability of workers and enterprises; • Enhancing investments in human resources by means of better education and skills; • Good management; • Establishing administrative capacities.
Meeting of MISEP Correspondents7 – 8 October 2009, Stockholm, Sweden“MITIGATING THE EFFECTS OF ECONOMIC CRISIS ON THE LABOUR MARKETS”“THE CHANGES IMPLEMENTED AT THE CROATIAN LABOUR MARKET TO OVERCOME THE CRISIS” • CES’s Employment Activities in the Period of Economic Changes (Croatian Employment Service, 2009) directs CES’s activities into four basic directions: • Adjustment of the active employment policy measures, • Strengthening the activity of business counselling, • Measures of human resources investments on the basis of local employment partnerships, • Establishment of mobile teams in CES’s branch offices.
Meeting of MISEP Correspondents7 – 8 October 2009, Stockholm, Sweden“MITIGATING THE EFFECTS OF ECONOMIC CRISIS ON THE LABOUR MARKETS”“THE CHANGES IMPLEMENTED AT THE CROATIAN LABOUR MARKET TO OVERCOME THE CRISIS” Mobile teams The goal of the mobile teams is to prepare workers threatened by dismissal from work for the labour market, mediate for them when they are still employed in their enterprises in order to reduce their entry into the register of the unemployed. • The task of the mobile teams is: • To provide professional support in defining of the working potential, • Organizing training for acquiring job seeking skills, • Giving recommendations for education aimed at acquiring professional skills, • Providing support in self-employment and starting their own business • Organizing internal unemployment service, • To mediate with the employers for the workers faced with dismissal, • To refer to using the employment co-financing measure with another employer.
Meeting of MISEP Correspondents7 – 8 October 2009, Stockholm, Sweden“MITIGATING THE EFFECTS OF ECONOMIC CRISIS ON THE LABOUR MARKETS”“THE CHANGES IMPLEMENTED AT THE CROATIAN LABOUR MARKET TO OVERCOME THE CRISIS” The Act on Aid for Maintaining Employment • The Act entered into force on 2 August 2009, and shall be in force until 31 December 2010 • The Act was passed on the initiative of employers and trade unions. • The aim of the Act is to put limits on negative impacts of the economic crisis by regulating aids for job preservation in order to prevent additional dismissal of workers.
Meeting of MISEP Correspondents7 – 8 October 2009, Stockholm, Sweden“MITIGATING THE EFFECTS OF ECONOMIC CRISIS ON THE LABOUR MARKETS”“THE CHANGES IMPLEMENTED AT THE CROATIAN LABOUR MARKET TO OVERCOME THE CRISIS” • The Act on Aid for Maintaining Employment: • The employer that reduces full working time in order to preserve jobs, and determines the full working time up to 32 hours weekly may use this aid in the period of the reduced working time for 6 mounts at the longest. • The aid is granted to the amount of: • the difference between the amount of contributions assessed on wages and salaries before the reduction of working time and the same contributions after the reduction of working time up to max. 20% of total amount of contributions assessed on wages and salaries before the reduction of working time, • the difference between theemployee's salary (reduced by taxes and contributions for compulsory insurances pursuant to a special regulation) before reduction of working time and after reduction of working time up to 10% of that difference, or 13% of that difference if the employee maintains a child;
Meeting of MISEP Correspondents7 – 8 October 2009, Stockholm, Sweden“MITIGATING THE EFFECTS OF ECONOMIC CRISIS ON THE LABOUR MARKETS”“THE CHANGES IMPLEMENTED AT THE CROATIAN LABOUR MARKET TO OVERCOME THE CRISIS” Anticipations of economic trends and developments on labour market The Guidelines of the economic and fiscal policy for the period 2010 -2012 adopted by the Government in September 2009: • a real drop of gross domestic product by 5.0% is expected in the course of 2009, while a mild recovery of the economic activities and real growth of the gross domestic product by 0.5% is expected in 2010 • an employment drop is expected in the course of 2009 and 2010 • an increase of unemployment rate to 9.5% is expected in 2009 and to 9.7% in 2010
