RCC Scrap Tire Workgroup • Created in 2003 • EPA’s effort to go “beyond regulatory control”; promote voluntary efforts to do more, especially in “non-permit areas” (recycling, industrial by-products; electronics, priority chemicals) • 55 Members: State and Federal Agencies, Private Sector, Academia

  2. Work via Committees • 5 Committees: - Goals, Stock Pile Reduction and State Programs (Goals) - Tire-derived Fuel (TDF) - Civil Engineering (CE) - Ground Rubber (GR) - Rubberized Asphalt (RA)

  3. Few Resources;Mostly Voluntary Efforts • Work via: e-mail, conference call and an Annual Meeting (conjunction with other events) • EPA HQ- Coordinating Staff; conference calls, arrange the annual meetings, provide List Serve to all 50 States • Limited Funding- RMA, IMC

  4. Overall GoalsFirst Activity: 2003-2004 • # 1: Divert 85% of tires to beneficial reusedby 2008 (vs. 74% in 2003) -80% by 2005 -awaiting 2007 data • # 2: Reduce by 55% tires in stockpiles (vs. 270 million in 2003) -achieved 30 % reduction by 2005 -awaiting 2007 data • Note: Data source; based on RMA data
