  16. A 10 GHz signal goes out – if it hits something (like a water drop) it (some of it) bounces back and is received. The longer the time between sending and receiving, the farther away it is. If the frequency is different, you can tell the speed it is moving at. (only in the direction of the beam) If it hits an ocean swell – it can also come back!!! It is then called “Sea Clutter”, or “sea return”. That’s the annulus on our daily weather images.
