BACKGROUND The Department undertook a planning session in June 2018 with sector role players, that is, the Provincial Departments of Agriculture (PDAs), the Public Entities (PEs) and commodity groups. To promote intergovernmental relations, Public-Private Partnerships towards the achievement of the National Development Plan (NDP) objectives Planning was informed by: • MTSF priorities • Revitalisation of Agriculture and Agro processing Value Chain (RAAVC) • Comprehensive Africa Agricultural Programme (CAADP) • Operation Phakisa on Agriculture, Rural Development and Land Reform • Operation Phakisa on Oceans Economy • Forestry Roadmapand • Other Government policies 3
SECTOR PRIORITIES/OBJECTIVES 1.1 Improve Food and Nutrition Security 1.2 Ensure the creation of jobs by the Sector 1.3 Increase contribution to the Gross Domestic Product (GDP) NB. To ensure the inclusion of Vulnerable Groups, that is, Women, Youth and People with Disabilities, the Department of Agriculture, Forestry and Fisheries is using its finalised policy document on the Norms and Standards for the Inclusion of Vulnerable Groups (see attached).
CONTRIBUTING TARGETS FOR THE FINAL CYCLE 2014-2019 Number of smallholder producers supported: 300,000 by (2019); Job increase of 500 000 by 2019 and 1 million by 2030 (919 000, Statistics South Africa (StatsSA), 2016); Reduce households vulnerable to hunger to 9.5 % by 2019 (11.3%, StatsSA, General Household Survey (GHS), 2015); Increase the contribution of processed products to manufacturing annually by 1% (total of 5% by 2019); Percentage Biomass increase of stock levels in prioritised fisheries sectors; Reduced vulnerability and risks associated with climate change (climate change response for key sectors Agriculture, Forestry and Fisheries (AFF) implemented). 3 % AFF GDP growth; Reduce households vulnerable to hunger to 9,5% by 2024; Manage prioritised fisheries to sustainable yields; Transfer Daff owned plantations to communities in line with approved transfer model Retain, diversify and develop markets for AFF products domestically and globally; Increase the levels of investment in agro processing initiatives; Reduced vulnerability and risks associated with climate change (climate change responses for key sectors Agriculture, Forestry and Fisheries implemented); Improved governance systems and structures;
SECTOR MTSF PROGRESS green jobs are government jobs created through environmental programmes like working for fisheries, clearing wetlands and invasive plants. 1 million jobs include drdlr land reform projects and 1 household 1 hectare, fetsatlala (ha planted) households include figures from other programmes like bed school nutrition programme, social development and household supported with agriculture initiative(daff)
