ARISEOpen (and sometimes baffling) questions about RIS indicators • Collecting the data : the risk of « survey fatigue » • Validity : more funds for R&D? sleeping patents? desperate start-ups? • Commitment of regions over time : one-shot or regular basis? • Sector-based indicators : R&D in biotechs vs R&D in construction • Long time periods and fresh data are of the essence : slow innovations (laser) and innovation policies (clusters), rapid obsolescence of consumer products • Basket or agregate ? Boil down to a limited set of indicators for policy makers?

DO RIS MEASUREMENTS, INDICATORS, BENCHMARKING MEASURE UP? • Clusters as elusive collective objects :perimeter (fractal-like) and themes (transverse) • « Think collectively » dogma and one-size-fits-all approach: where do solo innovators, mavericks, niche markets fit in the RIS ? • Innovation as an emergent phenomenon • Innovative milieu : beyond content and context (confidence index, risk taking, cohesiveness and trust) • Systemic approach (feedback loops and relations)will not make up for mediocre research
