Short description of the project • Where is it located? • Beijing is the capital of China, which is located in north of China. It’s called “cold climate region” by building heating category in China. Traditionally, this area mainly uses coal fired boiler for space heating in winter, and air source heat pump is not considered as a reliable heating source for space heating in the region because of low environment temperature. Short description of the project • What is its purpose? • Air pollution, “HAZE”, big threats for people health. Government set targets and timeline to control air pollution. Especially for the area, around Beijing, the capital. Coal fired boiler in rural area for space heating is a key source for “HAZE” and air pollution. • Air source heat pump is subsidized by government to replace household coal fired boiler. Short description of the project • How was it funded? • 90% funded by local government • For each household who choose air source heat pump, • Government subsidy, 24,000 RM • Self-paid, 2,000 to 4,000 RMB • Total around 28,000 RMB for one typical air to water heat pump system, not including heat emitter HEAT PUMP CITY OF THE YEAR AWARD 2018
Short description of the project • Does it have an environmental relevance? • The PM2.5 Beijing decreased from 110ug/m3 to 58ug/m3. • Blue skies showed up again in winter of Beijing in 2017. • In 2016 and 2017, the coal fired boiler replace program, “coal to clear heating program”, supported around 500,000 units air source heat pump installation in Beijing. And reduce more than 2 million tons coal usage. • SO2, NOX, and other pollutions are also reduced a lot. 2017 2015 HEAT PUMP CITY OF THE YEAR AWARD 2018
Technical details – (you can use 2 slides for this part) • Explain how the heat pump plays a major role in this project • Influenced by China heat pump alliance, the Beijing government choose ASHP as the most important technology direction in the “coal to clear heating program”, instead of other heating equipment, for example, gas boiler, electrical thermal storage space heater, and etc. • In May of 2016, Beijing government set up 80% market share requirement for heat pump and hybrid system in the “Coal to clear heating” program guidelines. • The installation boosted after the new regulation. In 2015, 5,000 ASHP installation in Beijing. In 2016, 161,000 ASHPs installation in Beijing. In 2017, around 350,000 ASHPs installation in Beijng. Most are air to water heat pump, 5 and 6 hp are typical models for one rural household. • Except household heat pump application, Beijing also uses commercial heat pump for district heating, public buildings and agriculture facilitates. Multiplication potential • Why is it a best practice example? • For some reasons: • 1. Solid evidence to show air source heat pump is the best solution in cold climate region rural area space heating application. Before choose air source heat pump, Beijing government made small trials for many kinds of heating technologies, including direct electrical heater, thermal storage electrical heater, electrical heating film, electric carbon rail, water source heat pump, and etc. • 2. Large scale application. More than 500,000 units air to water heat pump installation in two years. That’s almost equal to installation number in the whole Europe. • 3. Beneficial to the whole world heat pump industry. Not only Chinese OEMs got involved, but also international manufacturers and component makers, like York, Trane, Samsung, EMERSON, Danfoss, Wilo, Grundfos, and so on. They all got business in the program. • 4. Best market promotion to consumer. Before the program, very few people in northern China knows about heat pump heating technology. Policy makers don’t believe it. After the program, more and more local governments also are willing to adopt ASHP as key coal fired boiler technology. HEAT PUMP CITY OF THE YEAR AWARD 2018
Multiplication potential • What would it need to be replicated in other cities (e.g. particular legislation, financial support)? • China central government set up ambitious targets for “coal to clear heating program” nationally. • Only in 2017 and 2018, more than 7 million households will be switched from coal fired boilers to clear heating system. But, heat pumps are not the only one choice in the program. Gas boiler, biomass boiler, electric heater, solar thermal, and etc., many kinds of system are competing with heat pumps. • Beijing is the only one city, which heat pumps holds more than 60% market share in the total “coal to clear heating program”. Other province, like Hebei, which in 2017 installed 2.5 million units gas boiler vs 50,000 units heat pump, heat pump market share less than 2%. • Beijing case set up a good example for other provinces, even for other countries, like Poland, to switch coal fired boiler to heat pumps. Beijing experience could be and also being replicated in other cities of China. In 2018, more cities will use heat pump to replace coal fired boiler. • Beijing experience is a policy package, which includes, • 1. Financial support policy, 90% first installment subsidy, and operation cost subsidy. • 2. Specific technical guidance for heat pump with radiator hydronic heating system. • 3. Process to manage such big scale replace project. CHPA is endorsed by Beijing government to work as 3rd party supervision team to support the whole program. • 4.
