What Worked !!!! Reached to the poorest of the poor ( BPL families) and addressed a large number of livelihoods through creation of assets. Community demand driven approach. Full fledged program implementation through the NGOs.
What Worked !!!! • GO-NGO-Community partnership. • Community structures created through CIF. • Quality and quantity of livestock improved. • Empowerment of the CIG members.
What did not Work !!!! • Target oriented approach. • Bureaucratic system and attitude i.e. NGO are seen more as contractors then partners. • Rigid business process. • Grant based approach reduces ownership. • Frequent change of officials within DPIP.
Scope for Improvement !!!! Detailed livelihood profile of the district to be conducted. (Existing and Potential). The poor has a Diversified Portfolio of Subsistence Activities (DPSA) and the program needs to address them. Adhering to the PAD and PIP. Awareness about the program to be organized at village level by DPIP and NGO teams before starting the activities.
Scope for Improvement !!!! • Removing ambiguity in the defined roles. • Simplified but strong Business Process. • Focus on higher level community based institution building for sustainability i.e. federation & clusters. • Inadequate number of professionals and staffs at NGO level.
Scope for Improvement !!!! Orientation of stake holders at regular intervals. Backward linkage for livestock CIGs. (Going beyond the CIG framework) and forward linkage for micro-enterprise CIGs. Monitoring team ( DPMU staff and NGO representatives) to be formed for periodic peer review and monitoring.
Scope for Improvement !!!! DPMU can be replaced with a mother NGO or with a set of professionals with varied background. The DPM and the Managers should be employed for a minimum of three years. (Transfer within DPIP district) Provision for project allowance for motivation and better execution. (Govt. staff) Combination of task based and fixed remuneration option to be the provided to the NGOs.
Scope for Improvement. Reduction in % of grant and linkage with bank should be the criteria for financing the CIGs. ( Q & S parameters to be focused from the beginning.) Capacity building of the NGOs and cross learning through peer NGOs. Convergence with other government programs. Focus to form mainly women groups.
