  2. A FEW INTRODUCTORY WORDS The social and economical impact of weather is something that can’t be ignored. Controlling it is impossible, but understanding and forecasting it can make a real difference to lives and economy around globe. In last few years Federal hydrometeorological Institute have invested considerably in infrastructure to make sure that our systems won’t let our final users or us down. Of course all of this relies on the dedication of our staff. The people who work for our Institute share a vision and belief that what they do counts. The result is a team of people who will do whatever it takes to achieve results.We are constantly looking to improve our existing services and create new ones to meet the needs of our users. Our philosophy is that every single person in Federal Hydrometeorological Service should take responsability for keeping up to date with developments in our organization and abroad. We know that to be successful we must keep pushing the boundaries, turn ideas into reality, and meet the challenges that face our users. Our maxima is safety, security and general well being of people in Bosnia-Herzegovina enhanced by high standard of hydrometeorological service. BOSNIA and HERZEGOVINA ON EUROPEAN METEOALARM MAP - 1 • As we all knows, MeteoAlarm is an internet platform for exchange of warning information between the NMHSs that allows displaying “at a glance” all areas in Europe affected by meteorological hazards. • The official ceremony of accession of Bosnia-Herzegovina to MeteoAlarm, has been organized by the Federal hydrometeorological Institute and this event was held on 19thof February 2014 in Sarajevo. • Particular important is the fact that this is a joint project of Federal hydrometeorological Institute of FBiH and the Republic hydrometeorological Institute of RS. • MeteoAlarm was jointly “launched” by Mr. Michael Staudinger, program manager of the program and director of the Meteorological service of Austria, the Federal Hydro meteorological Institute Director,AlmirBijedić and assistant director Republic hydro meteorological Institute of RS Igor Kovačić on behalf of the Director ZoranBozović. PROJECT “BUILDING RESILIENCE TO DISASTERS IN WESTERN BALKANS AND TURKEY” (IPA2012/290552) In May 2012, the United Nations Office for Disaster Risk Reduction (The United Nations Office for Disaster Risk Reduction - UNISDR ) and the World Meteorological organization (WMO), with support from the European Commission, launched the Project "Building resilience to disasters in Western Balkans and Turkey." The overall objective of the project is to build resilience to disasters caused by the impact of natural disasters in the countries beneficiaryies of the project in accordance with the priorities of the Hyogo Framework for Action 2005-2015 . BUILDING RESILIENCE TO DISASTERS IN WESTERN BALKANS AND TURKEY (IPA2012/290552) - 1 RCLIMDExSOFTWARE FOR HOMOGENIZATION OF DATA In order to strengthen regional capacity - for the assessment and mapping of risks, in both entities hydro meteorologicalservices in Bosnia and Herzegovina,instalation of dedicated software's (RClimDex) has been conducted, as well as training with the aim of preserving historical meteorological and climate data and to improve the system for climate data management with a focus on improving quality, homogenization and standardisation of hydro meteorological data. Also, the installation and training for work in a single MCH (Meteorology, Climatology, Hydrology) database was performed. BUILDING RESILIENCE TO DISASTERS IN WESTERN BALKANS AND TURKEY (IPA2012/290552) - 2 KIT FOR CALIBRATION OF METEOROLOGICAL INSTRUMENTS Federal hydro meteorological Institute has received the "Kit for calibration of meteorological instruments" on behalf of both Hydro meteorological services in Bosnia-Herzegovina. This donation was a part of the IPA project which solved the problem to the inability to verify the accuracy of the measurements made by meteorological instruments in accordance with the standards of the World Meteorological Organization. Set will be used by both Services and, when is necessary, also by the Hydro meteorological Service of Montenegro. Regional Center for the instruments of the Environmental Agency of Slovenia, conducted specialized training for representatives of both entity Hydro meteorological services. After that, the participants received a certificate of competency to control meteorological instruments using kit for calibration.   11. MEMORANDUM OF UNDERSTANDING BETWEEN THE HYDRO-METEOROLOGICAL SERVICES IN BOSNIA AND HERZEGOVINA AND THE METEOROLOGICAL AND HYDROLOGICAL SERVICE OF CROATIA. Memorandum of Understanding (MoU) on cooperation in meteorology, hydrology and related matters between the Croatian Meteorological and Hydrological Institute and the National Hydrometeorological Services in Bosnia and Herzegovina, that equally represent Federal Hydrometeorological Institute of the Federation of Bosnia and Herzegovina and the Republic Hydrometeorological Institute of the Republic of Srpska, was signed in Zagreb on 17th December 2013. The Memorandum was signed by the Director of the Federal Hydrometeorological Institute Almir Bijedić, Director of Hydrometeorological Institute of RS Zoran Božovic and Director of the Meteorological and Hydrological Service of Croatian Ivan Čačić. This Memorandum regulates the overall cooperation in the fields of meteorology, hydrology and other related fields. It is particularly important to emphasize the fact that, among other things, hydrometeorological services in Bosnia and Herzegovina now have access to Croatian meteorological radar network. It now covers part of Bosnia and Herzegovina and in the near future, with the entry into operation of new radar system in Croatia, coverage will be far better.

  12. Daily confrontation with the consequences of climate change impacts on the community and all the extreme weather conditions that threaten not only the environment but also the economy, the Federal HydrometeorologicalInstitute has put imperative to strengthen the capacityand presentation of weather forecasts, and for early warning of dangerous meteorology phenomena. Center for weather forecast was repaired and refurbished in accordance with nowadays standards. Final result of this effort is the modern workspace in the form of a desk. Purchase of the new equipment made significant progress with the aim of making more precise and faster monitoring and presentation of weather forecasts and other products necessary to operate the service. Good and fruitfull international cooperation of Federal Hydrometeorological Institute with the WMO and its members, has resulted in significant improvements through the use of satellite and radar data, as well as access forecasting models. We extended the license for using the products of EUMETSAT, the European Organization for the exploatation of meteorological satellites, up to 2017. We signed an Agreement with German meteorological Service (DeutscherWetterdienst - DWD). Our Institute now receives data from global (GME) and regional (COSMO) models for the three days weather forecasts. MODERNIZATION OF CENTER FOR FORECASTINGS - 2 • The Memorandum of Understanding signed between Hydrometeorological services in Bosnia-Herzegovina and the Meteorological and Hydrological service of Croatia enabled us to receive radar data of their radar system and faster flow of hydro-meteorological data whose significance is very important during disasters of hydrometeorological origin. • Cooperation with the Meteorological Agency of the Republic of Spain (Agencia Estatal de Meteorologie - AEMET ) ensured that Federal hydro meteorological Institute has now access to software for display any periods forecasts for the next 24 hours, based on the data processing satellites in geostationary or polar orbit . • The aforementioned activities are completed as a whole in terms of downloading and use of radar and satellite products, and making weather forecasts and timely warnings of dangerous weather phenomena in order to protect the material goods and life of citizens. • We emphasize the great support of the Federal Government in the implementation of these activities.   14. ESTABLISHING OF THREE INTERNATIONAL PHENOLOGICAL GARDENS • Phenological stations network in Bosnia and Herzegovina has been established in 1951. At the beginning of the war, this network ceased its operations.The oldest one,inter-national phenological garden Ivan sedlo, built in 1953, was completely destroyed. • During2013, the Federal hydro meteorological Institute (Division for Agrometeorology) renewed inter-national phenological garden at Ivan sedlo mountain station and established two new in Sarajevo and Mostar.Withingardens,we will implement pheno-logical observations on 17 species, mostly of forest seedlings, originating from the parent nursery of Humboldt University in Berlin. • The project is financially supported by UNDP through GEF Karst project. CLIMATE CHARACTERISTIC OF THE YEAR 2013 - 1 • Mean annual air temperatures in 2013 year in Bosnia and Herzegovina were higher than the standard normal value (period 1961-1990) throughoutall area observed. The most pronounced temperature differences were recorded in the central pre-mountainous and mountainous areas of Bosnia. In Sarajevo 2013th year was the fifth warmest year since the beginning of instrumental measurements and the second warmest in this century. In the area of Mostar 2013th year was the fourth warmest in this century, and the tenth warmest in the entire series available from the start of the official measurements. • During the year, the largest deviations were recorded in summer whenon the particular stations, we recorded outnumbered even absolute maximums.   16. CLIMATE CHARACTERISTIC OF THE YEAR 2013 - 2 • Total precipitation in 2013 year wasin the south of the country well above average values and slightly below the average values on the north-east of BiH. In the central parts of BiH precipitation were mostly within the limits of long-term averages. • At the meteorological station of Mostar 2013th was the second rainiest year since the start of the official measurements in Bosnia and Herzegovina. The greatest amount of precipitation in the Mostar area was measured in the first four months. During this period fell 80 % from the average annual sum. • In town Bihac we measured maximum height of snow cover on the ground floor stations of 64 cm.   17. ACTIVITIES OF DIVISION FOR HYDROLOGY - 1 The latest modernization of Division for hydrology beganduring 2013and special emphasis was given to theimprovement of equipment, resources and fulfilling requirements for quality measurements, field operations and processing of hydrological data. After purchasing the Universal hydrometric wing (OTT company) in addition to its basic functions - measurement of flow, this instrument enables the control (calibration ) of other instruments used for the same purpose.New hydrological equipment for field work of our hydrological field technicians in the future will enable safer performing of hydrometric measurements and field activities. After a long hiatus from work, repairs were carried out and we put into operation two automatic hydrological stations. From these stations, (VS Sarajevo - on the river Miljacka and VS Reljevo - on the river Bosna), we have the automatic transmission of data.   18. ACTIVITIES OF DIVISION FOR HYDROLOGY - 2 Software have been amended, practically, we acquired new versions of programs that are the basis for the operation of the system: Hydras 3 with the addition of Hydras Rx which is used to copy data from stations with GPRS data reception (OTT stations). As for hydro-meteorological station type SEBA, we amended the software DEMAS. What is crucial in modernizing and upgrading the entire system is improvement the reception of data from the Water Agencies to our system. Thus, the data collecting, at this point, is automatically every day at 09:00 am in our system. In the auto reception is already about 40% of hydrological and meteorological stations, and we working on the final automation of data from all HM cells in river basins in the Federation of BiH. Within the Department of hydrology, Division for forecast and hydrological studies conduct the the collection of hydrological and meteorological data from automatic stations, mostly from the Agency for the Sava River Basin and Agency for Adriatic Sea; control data; processing; archiving and publishing of hydro-meteorological parameters in Hydrological Yearbook. Due to the constant increase in the number of automatic hydrological and meteorological stations (currently, approximately 150) and considering that the collection of data in our system - by the Agency, practically - until recently, was onece per year - this method of work was unsustainable for our Institution. Fortunately, in the last few months have been undertaken considerable efforts to improve our system by modernizing and upgrading - in every respect. As for computer hardware were acquired two powerful computers, currently the best performance for work of the system which includes the acquisition of data and their further processing.   19. ACTIVITIES OF DIVISION FOR HYDROLOGY - 3 Hydrological forecasting models Our Institution has never possessed the hydrological prognosis models, but in the last two years, we working actively in the development of hydrological models in the organization of ISRBC (Sava Commission). So, it was completed hydrological model - HEC HMS for the project WATCAP (Water And Climate Adoption Plan for the Sava River Basin). There are water activities on the organization of the workshop for the presentation of the model and the training of personnel who will work on it and Hydrometeorological Services of the Sava River Basin will get it (CD copy) very soon. Additionally, initial began activities on the development and improvement of hydrological models on the Sava River Basin, where our Institution actively participate in their preparation; as HEC - HMS; HEC - RAS; improvement of the project WATCAP; and what is for us, probably, the most important - making hydrological models rainfall - runoff for „small“ catchment areas.   20. ACTIVITIES OF DIVISION FOR HYDROLOGY - 4 CROSS-BORDER HYDROLOGICAL MEASUREMENTS The processes in the atmosphere do not stop at national borders. Cooperation with neighboring countries and participation in cross-border measurements were carried out of flow of the river Una in the profile VS StrbackiBuk. Measurements performed on 3rd October 2013 together with other activities during 2013, were particularly expressed through cooperation with ISRBC - ¨International Sava River Basin Commission¨, Zagreb, Croatia. As part of the activities initiated in the meetings of the Working Group for hydro meteorological issues that is functioning within the framework of the Sava Commission, Teams from the Federal Hydro meteorologicalInstitute, the Republic Hydro meteorological Service of the Republic of Srpska and the State Hydro meteorological Institute of the Republic of Croatia performed alongside measurements. Last year we ended Hydrological Model (WATCAP)that simulates runoff in terms of climate change for the period 2014-2070, taken as the basis of five different climate (global and regional) scenarios. It is planned, in 2014, the training of staff of the Institute to work on this model, as well as its operational use in our institution.   21. ARCHIVE OF FHMI IN BETTER AND ADEQUATE PREMISES • From as far as back to 1892, our Institute has beencollecting and publishing the results of observations and measurements from a network of weather stations and, except in the wartime, it has not been interrupted up to day. We do not to talk about the significance of these data because they are,as in any other country, the basis of economic development. Currently, the archives of invaluable importance are located in premises inadequate for the purpose. • To preserve valuable archives, Federal hydro meteorological Institute has prepared a project called "Adequate archive of original historical, hydrological and meteorological data" and applied to the public announcement of using funds from the Environmental Protection Fund of Federation of Bosnia and Herzegovina. • The project was positively evaluated by the Environmental Protection Fund and the Federation of Bosnia and Herzegovina and will be co-financed in the amount of 15.000 EUR, which will cover the basic costs of construction and acquisition of part of the wardrobe that will prevent the eventual deterioration of the carefully guarded archive material. • Experts of Federal Hydro meteorological Institute are working on software to create an archive catalog with possibility of searching the archives, which will greatly facilitate access to certain contents.It is planned to purchase " scanner " for digatilization of archival materials. • The development of this project is in progress.   22. DIVISION FOR ENIVIRONMENT - 1 By Decision of the Federal Government, and according to the proposal of the Federal Ministry of Environment and Tourism, Federal Hydro meteorological Institute was officially declared a Federal reference centre for the Air. According to the Decision, the Federal Hydro meteorological Institute made the First report on emissions of pollutants into the air for the year of 2012. This Report is the starting point for the fulfilment of international obligations of the Federation of Bosnia and Herzegovina and Bosnia and Herzegovina. ESTABLISHMENT OF NETWORK OF AIR QUALITY MONITORING STATIONS During the 2013 Federal Ministry of Environment and Tourism and the Federal Hydro meteorological Institute, established two new stations forair quality monitoring in towns of Jajce and Zenica Within the same project, in the FHMI a Centre for automated data collection, processing, analysis and validation of datahas been established. Currently, this network consists of Federal stations forair quality monitoring and the stations in municipality of Zenica. Data collection of Tuzla Cantonal network for air quality monitoring performing, for now, on a daily basis, and after the elimination of technical barriers, this network will be included in the Centre for automatic data collection.   23. DIVISION FOR ENIVIRONMENT - 2 Due to the long-term temperature inversion in the second half of the 2013 , in the larger area of Bosnia and Herzegovina we had a one of the longest episodes of increased air pollution, especially in larger towns and valleys. Improvement of air quality monitoring system in our Institute resulted with more accurate and better quality information to the public about the level of air pollution in the cities of the Federation of Bosnia and Herzegovina. Hardest hit are the city of Sarajevo and industrial centres Zenica and Tuzla. Almost the entire month, the concentration in Sarajevo were more than double comparing with the daily limit values​​, and on several occasions, daily values ​​are exceeded 300 g/m3. Due to high concentrations of SO2, over 1400 g/m3 per hour and daily concentrations of particulate matter in the city centre exceeded 800 g/m3, in Zenica, on three occasions, municipality authorities declared a state of emergency.   24. CENTRE FOR SEIZMOLOGY Bosnia and Herzegovina, as seen from theseismotectonical aspect, belongs to part of the Mediterranean seismic zone and the Alpine - Himalayan seismic belt. Increased seismic activity in the southern part of the territory is conditioned mainly due to the collision between the Adriatic platform and Dinara mountains while the northern area of ​​the Pannonian basin is characterized by infrequent appearance of stronger earthquakes. During 2013 instruments at the Center for Seismology of Federal Hydro meteorological Institute registered 75 earthquakes. From total of 75 earthquakes, 18 was with a magnitude greater than or equal to 3.0 Richter. Minimum magnitude amounted to 2.0 Richter, while the maximum stood at 4.8 Richter.An earthquake of magnitude 4.0 Richter was registered on 03.02.2013. in the area of ​​Herzegovina. There were no reports of material damage caused.An earthquake of magnitude 4.1 Richter was registered 20.05.2013. near to Tomislavgrad (Herzegovina). This earthquake was not produced material damage, but it causedanxiety among the population. An earthquake of magnitude 4.8 Richter was registered 18.11.2013. in the area of Busko lake (Herzegovina). The earthquake was felt in the municipalities Tomislavgrad and Livno and has caused a litle panic among the population.   25. CENTRE FOR ASTRONOMY - 1 Meteor network of Bosnia-Herzegovina Federal Hydrometeorological Institute and Astronomical Society Orion Sarajevo started activities in establishing the meteor network of Bosnia and Herzegovina. It now consists of five automatic stations for night detecting of meteor entries into Earth's atmosphere, i.e. to record video from a meteor trail at the starry sky. Up to now, the cameras are installed at the four meteorological stations of FHMI.The main objective of the meteor network consists of making video recordings of meteors, simultaneously with at least two cameras. On this basis it is possible to determine the height of the meteor and its geographical coordinates and, therefore, its speed. Knowing the speed and the direction from which meteor came, we can calculate its orbit and thus obtain its origin. CENTRE FOR ASTRONOMY - 2 SOME RESULTS UP TO MARCH 2014. -The total number of recorded meteors: 8485 -Total calculated orbits: 1177 -Total number of meteors lengths greater than 50 km: 26 (longest was 154 km) -Total number of meteors brighter than - 4m 13 (brightest had magnitude -7.6) -The total number of meteor shower Geminids 2013: 1075, 204 orbits, 52 of the highest quality -Total number of meteors from the Perseid meteor shower 2013: 663, 84 orbits, seven of the -highest quality -The total number of Orionids meteor shower 2012: 286 pcs, 33 orbits, two of the highest quality -The total number of Orionids meteor shower 2013: 333 pcs, 47 orbits, three of the highest quality -Possible meteorite fall: one near Zenica from 11/01/2013.   27. METEOROLOGY IN EDUCATION, SCIENCE AND AS A HOBBY In our daily life, there is no man who has not wondered what the weather will be tomorrow, how clouds are formed, why it is raining... ? Young people particularly have special interest in meteorology. Primary school and high school students, as part of their teaching activities, regularly visit Federal Hydrometeorological Institute. In the past year we organized 18 group visits for students. Meteorology is a part of the study programme on some faculties. During the 2013 FHMI contributed to the preparation of 47 professional, seminar, graduation, masterand doctoral theses. Our experts give their contribution toscientific and research works. Agricultural and Food Engineering Faculty, University of Sarajevo and the Agricultural Faculty of the Ege University of Izmir, in September 2013 organized in Sarajevo 24th International scientific - technical conference on agriculture and food industries. Experts from the Federal Hydro meteorological Institute have contributed with presentation of two professional papers . There are people who love to express themselves through voluntary work in meteorological measurements and observations, analysis and forecasts. These fans each month present Meteorology Department with their monthly diaries and daily measured stream flow data.
