  1. Conclusions of the seminar on the implementation of the 2008 SNA in the Western Asia Region High level seminar on the implementation of the System of National Accounts 2008 in the GCC countries Muscat, Oman, 27 May 2010

  2. Main Conclusions There were 9 conclusions from the seminar detailing with the steps for embarking on the implementation of the 2008 SNA. These conclusions can be grouped under five topics. These are:

  3. 1. The translation of the 2008 SNA into Arabic Participants welcomed the initiative by Kuwait to undertake the translation of the 2008 SNA in Arabic and agreed to form an editorial board, with ESCWA as the secretariat. The purpose of the editorial board is to support Kuwait in the review of the translated text to ensure the consistent translation of national accounts terms and definitions. The translation will start with the glossary, then Annex 3 (which details the changes to the 1993 SNA), followed by the other chapters

  4. 2. Assessment Conduct a comprehensive, region-wide assessment of the appropriateness of the national statistical production process in the countries to support the implementation programme for the 2008 and supporting statistics. To determine where are we now

  5. 3. Develop a vision Develop a region-wide roadmap to enhance the scope and quality of basic economic statistics and national accounts for improved policy and decision making. To determine where we want to be.

  6. 4. Minimum data set Include the collection and dissemination of high frequency indicators in the implementation programme for the 2008 SNA and supporting statistics. To establish a common data set for the early detection of changes in economic trends to facilitate the appropriate policy response.

  7. 5. Mechanism for coordination Establish a governance structure consisting of an Advisory Expert Group and national focal points to support, advise and oversee the implementation programme of the 2008 SNA and supporting statistics in the Western Asia region. To provide a mechanism for coordinating activities and to build capacity in economic statistics and national accounts.

  8. Indicators of progress Provide Statistical System Information, together with: • - a focal point in the country that can be contacted regarding matters on the 2008 SNA implementation programme; • - a timeline for the diagnostic assessment report based on the self assessment within 3-4 months; • - a timeline for the completion of the vision document developed based on the diagnostic assessment within 18 months; • - the kind of assistance needed, if any, for formulating the vision document;

  9. Indicators of progress Make available the report on the outcome of the self assessment exercise by end September 2010 to the UNSD; Complete the vision document by the end of 2011 and submit the report to UNSD for posting on the SNA implementation website; and Report by ESWCA on the regional programme for the implementation of the 2008 SNA and supporting statistics to the ESCWA statistical committee in October 2010.
