  3. The Driver and Vehicle System (DRIVES) project is a 4 year effort to modernize our driver and vehicle technology systems. Implementing DRIVES using a phased-in approach. So far we have 2 rollouts between June 2016 and September 2018. What is DRIVES Rollout 1? Rollout 1 was on December 12th, 2016. This rollout replaced our existing vehicle-related systems. What is DRIVES Rollout 2? Rollout 2 is scheduled for September 4th,2018. It replaces legacy applications for our driver’s field and headquarter systems. It will provide our employees and business partners with better processes and more accurate driver records.

  6. Cutover system impact ● What do I need to do on September 4th when system comes back on-line? Answer: Enter into the epermit system the paper temps you issued ● How is DOL communicating this shutdown? - Communication through dealer associations - Listserv notification - Printed materials of many types - Social media messages - Media outreach to brief the press - DOL’s external website and DOL’s intranet page for agents and sub- agents (vehicle licensing offices) - Digital advertising - Radio broadcasting - Video messaging

  7. Multi-Factor-Authentication (MFA) What is multi-factor authentication (MFA)? Multi-factor authentication (MFA) provides an additional layer of security in verifying a person’s identity when using online accounts. MFA makes it more difficult for an attacker/hacker to impersonate you (or one of your customers) and get access to your computer, online accounts, or other resources.

Multi-Factor-Authentication (MFA) • Summary of Key Points • DOL is adding this extra level of security to help protect the customer’s identity and data – and that of their customers. • Vehicle/vessel businesses were requiredto start using MFA on June 25. • A pre-enrollment opportunity for vehicle/vessel businesses began Tuesday, May 22nd, and ended the week of June 18. • Do not share your unique login information. • Take care to enter your information correctly. WaTech or DOL cannot recover your account if you enter erroneous information and later cannot recall what you entered. • Whom do I contact if I have problems logging in? • You may call our Production Support Unit at 360.664.9698, or send an email to driveshelp@dol.wa.gov.

New DOL website URL • What’s happened? • Department of Licensing has enhanced our website security • What’s changed • To make the dol.wa.gov site more secure, we’ve changed our web address from http://www.dol.wa.gov to https://www.dol.wa.gov • https • When did the change take place? • June 26, 2018 • What this means for you? • All of the old http links work and are redirecting to the new https address, but now that we’ve made the change you’ll want to update your bookmarks to avoid any future issues.

  10. Title application alterations Background –Alterations made to dealer title applications are increasing the number of title applications rejected by the Department of Licensing (DOL) in Olympia. We are clarifying what is acceptable and what is required in the event of an alteration. Alterations –DOL considers a typed dealer title application altered when it contains handwritten or stamped (non-signature) vital or important information.

  14. 2018 Legislation • SHB 2970 Autonomous vehicle work group • Establishes an autonomous vehicle work group; DOL to participate. • Effective date: June 7, 2018. • SB 6437 Abandoned RV disposal • New program to reimburse costs incurred by RTTOs and licensed auto dismantlers associated with RVs abandoned on public property. • Funded with new $6 fee on RVs registrations. • Effective date: May 1, 2019. • SB 6434 Electric-assisted bicycles • Updates the definition of a bicycle to include electric–assisted bicycles. • May be of interest to Motorcycle or ORV dealers. Electric-assisted bicycles are not issued plates and do not require a driver license to operate • Effective date: June 7, 2018. • SHB 2612 Tow truck operators • Allows registered tow truck operators (RTTO) to consolidate the various license plates required for certain business practices with the placement of indicator tabs on their vehicle plate. • Effective date: June 1, 2019.
