This working paper discusses the results of the translation and testing of the European Health Status Module in the European Health Survey System. It also covers the development of other modules related to health determinants and health care. ECHIS : annual SILC + every 5 years EHIS • Annual component in SILC : MEHM starting 2003 (7 countries) to 2005 (all) - 3) 3 questions on general health, long-standing illness and limitation in activities (+ unmet needs of health care, 4 variables) • European health status module (EHSM) : ready; translation (protocol) + field testing in 2005-mid 2006 • European health determinants (EHDM), health care (EHCM) & background modules : development in 2005 & 1rst half 2006 (BE and HU + 4 MS), translation protocol • European Disability Module (EDM) : development to be launched by end 2005 (link WCG) UNECE/WHO/Eurostat - Measurement health status - Budapest 14-16/11/2005
EHIS • To be operational in 2007/2008, in the framework of the Community Statistical programme 2003-2007 and Public Health programme 2003-2008 • The modules may be grouped in one separate national survey or included in one or more existing national surveys (i.e. national HIS, labour force survey, other) - guidelines on survey design • EDM : later implementation • Preparing legislation (currently framework regulation on health statistics, then implementing regulations) UNECE/WHO/Eurostat - Measurement health status - Budapest 14-16/11/2005
EHIS modules - development and translation • Guidelines for the development and criteria for adoption • Needs: EU + MS policies and indicators (ECHI) • Translation protocol: conceptual translation cards; 1st translation (translator working in field of health, target language as mother tongue, EN as working language); checkers with same characteristics; final version • Testing: cognitive/laboratory and field testing • Coordination among countries sharing the same language • Financing from Eurostat/the Commission UNECE/WHO/Eurostat - Measurement health status - Budapest 14-16/11/2005
EHSM - MEHM (health status part) • The EHMS covers the following subjects, incl. MEHM: • self-perceived health (global) - in MEHM • limitations at least the past 6 months due to health problems (global) - in MEHM • chronic conditions (global and detailed) - in MEHM • physical and sensory functional limitations • personal care activities • household care activities • other daily activities • psychological distress and well-being UNECE/WHO/Eurostat - Measurement health status - Budapest 14-16/11/2005
