  2. Migration to GhanaCase Study and Discussion • Officials in the Upper East region of Ghana have noticed large numbers of Burkinabe and Togolese crossing the border. Many are assumed to crossing because of violence and limited resources, as a result of the pandemic in their homelands. • Refugees are beginning to congregate in and around the town of Bolgatanga.

  3. Migration to GhanaCase Study and Discussion • The Ghanaian political leadership has decided to allow migration to continue and to authorize the establishment of refugee camp in the region. There are an estimated 7,000 people who have already crossed the borders and are congregating in and around Bolgatanga. • It is estimated that this migration will increase significantly, with an additional 20,000 arriving in Bolgatanga. The majority of refugees are expected to arrive in Ghana within a week.

Migration to GhanaCase Study and Discussion • It is expected that over 3,000 refugees arrive in country each day. • Many are walking in groups of different sizes, ranging from 50 to 1000 people and some of the men and boys have been seen with weapons and livestock. • Scout reports show that refugees appear to be in groups based on families, tribes or even villages. • Many appear to have a clear leader. Reports show that the masses are 70-80% women, children under 5 years of age and the elderly that have been walking for at least 2-3 days and have not eaten in days.

Common Standards Initial Assessments “Assessments provide an understanding of the emergency situation and a clear analysis of threats to life, dignity, health and livelihoods to determine, in consultation with relevant authorities whether an external intervention is required and, if so, the nature of the response.”

  6. Your Task • You are overseeing the migration for the Ghanaian Government. Your mandate is to: • Alleviate human suffering arising out of calamity and conflict; and • Ensure the right to life with dignity and therefore a right to assistance
