Project Background Underlying problems and issues the project aims to address: • Focus on processes and reglamentation, instead of 2020 goals and training; • Fragmentation within VET-construction sector; • Lower price biddings result in lower quality; • A lack of resources for continuous training and skilled workers ; • Low demand for EE and RES; • Lack of awareness among SMEs regarding energy savings; • Big gap between theory of energy efficiency improvements and practice; • Market is not prepared to embrace Directive on Energy Performance of Buildings No. 2010/31/EU (EPBD) • Lack of data with regard to Status Quo; • Weak experience in terms of renewable implementation in buildings; • No demonstration buildings, limited data for research, limited best practice.

Main project steps • Analysis of current status (continuous education and training system in EE&RES) and identify: • Demand from business perspective and existing education and training systems capabilities; • Barriers (education, qualification, legislation, financial, social, administrative and so on); • Gap analysis between supply and demand; • Development of Roadmap 2020 for training of Blue Collar workforce; • Initiation of National workforce and qualification initiative platform; • Communication activities • National and international Exchange activities
