SWAP 2019 • New York Metro market priority continues for 2019 • Airline and FAA Sr. Leadership focus • Last year actions showed positive results, shown in Metrics • Continue building upon that success • Additional Focus Areas • ORD/MDW, DEN • Advanced Planning is a Key to Success • PERTI engaging with Stakeholders initiatives • Converting PERTI goals into operational goals and actions to achieve them

SWAP 2019 • Proactive approach to TMIs/Actions to keep NY flowing • Shown to improve operations and predictability • Implement ahead of the constraint • Implement escape routes and transcons early for advance notification for fueling • Discussion points on SERMNs • DC mets excluded? RQD for LGA but RMD for EWR/JFK? • Reducing complexity through ZDC • More offloading of arrivals through ZOB to ZBW to keep dept flows moving longer and smoother during dept banks

  4. Efficiency Improvements • MIT restrictions-2% quarterly reduction started Jan 1 • Number, duration, magnitude. • Focus is not to eliminate MIT but to apply more precisely • Instead of 6 hours, may only need two 1+15 time periods • Reminder: FEA required for 25 MIT or greater

  5. More Interaction at ZNY with CWSU • ZNY CWSU is relocating into the operational area, they will be located with TMU and OMIC • Move to improve weather impact communications

  6. SWAP 2019 Improvements & Continued Focus • DCC Departure Coordinator, ZNY Route Coordinator and N90. • Letter of Agreement, Effective April 15. Signed • Better definition of responsibilities, coordination, collaboration • SNTMO and STMCs will discuss forecast and activation time of the NY focused departure positions • Documentation in NTML that the DeptCoord position is staffed • New York Hotline updates -ZNY route update, top of the hour -N90 gate update, 30 mins past the hour

Continued Focus: Documentation of Strategies • NTML documentation of terminal and severe weather strategies • Document rationale behind decision making/strategies • Answer the Why question, Why that route, Why a specific start time, Why RMD vs REQ…… • It is a quick summary • Document any change in strategies • What changed in the weather, NAS Plan, or demand that caused a change in approach to managing the constraint.

Continued Focus: Increased Engagement: DEP: • Reach out to facilities on departure delays • Don’t wait for the Log entry if you have indications that delays may be occurring • Document the information and actions • Your actions can help reduce delays • Document in NTML with DEP: • What is causing the Delays, I.E. MIT, Gate closures, Single Dep runway • How many aircraft • How long is the constraint expected, will delays increase or stablized • Mitigation efforts

SWAP 2019 • NAS Operational Display (NOD) • Training DCC personnel • Improve situational awareness • NTML Refresher training for facilities for consistency and timely and accurate delay reporting. No change for DCC. • improve information transfer to the NOD • Utilize a severe weather NTMS as a coordinator to improve communication flow between Terminal and Severe Weather • If staffed, document coordinator position open/closed in NTML

ZNY Google Page • ZNY Google page will be sunset • Replaced with the facilities NTML entries (route stops and route openings) that will populate into the NOD • NY Facilities receiving NTML refresher training • Culture shift which may take time, from updating google page to putting stops into NTML and cancelling stops

SWAP 2019 • Utilize Route Availability Planning Tool (RAPT) for NY • ZNY training early May • DCC training end of May • Launch of new adaptation files June 1 target • May be more reliable for frontal passage movement • ORD targeted for mid-late summer • IDRP training for NTMSs/NTMOs/NOMs (NY STMCs/OMs to receive training)

  12. SWAP 2019 • Use of Pathfinders improved last year. Focus is on pathfinder process and continued improvement. • Proactive approach using RAPT, Leave flights on filed route as the pathfinder. • Reduce number of clearances (CDRs) by identifying flights early • Objective • Provide guidance on route volume reduction, closing, increasing volume and resuming normal operations • Thin demand by moving some flights off routes early (CDR) and increasing MIT on route as weather builds • Goal is not to close a route but to reduce volume and maintain an appropriate volume given the constraint • At times, routes will close due to constraints/convection • The focus is timely opening of routes with reduced volume

  13. SWAP 2019 • Pathfinder Process/Guidelines • Use Weather Products to estimate decreased route constraint time and location -CIWS, RAPT, NWS/CWSU, etc • Reduce volume through TMIs -Low MIT, High MIT, Route Stop -Route Open w/ High MIT, Low MIT, Normal Ops

  14. SWAP 2019 High altitude route exemptions. Ultra high capable aircraft- Corporate/GA aircraft capable of filing FL400 and above. Test period May 15-Sept 15 NY sats (TEB/HPN/CDW/MMU etc) depts on transcon flights, when most tops in western centers are such that ultra high capable aircraft can fly above the convection (tops usually mid-upper 30’s) N90/ZNY to advise Severe Wx Departure position which corporate aircraft/GA aircraft are capable of ultra high stratum Severe WxDeparture position to coordinate with affected centers on specific flights. Affected centers may not approve if tops are too high to allow this process. Severe weather dept position to advise N90/ZNY of approval/disapproval of coordinated exempted aircraft Notice is being developed to advise facilities of this test procedure Consider excluding TEB from transcon routes if feasible prior to route issuance Severe WxDept position will make amendment in reroute monitor for exempted aircraft Frees up additional capacity for centers working the air carrier flows on the required routes. Reduces competition for fixes and reduce MIT impacts.

  15. SWAP 2019 • Route Deviations (exemptions) from advisories. The goal is to provide ZNY flexibility to get depts moving. There may be times when this process may not be feasible due to other NAS constraints • N90/ZNY to Identify a small number NY departures each hour to be exempt from required transcon route advisories to provide flexibility. • Flights must depart NY on a viable route. Coordination with ZNY Route coordination and SevWxDept position. • Severe WxDept position to coordinate with affected centers on real time basis • If there no breaks in the weather (solid line), this process will not be feasible

SWAP 2019 • Utilizing RMD for escape routes (PHLYER/SERMNs) vs FYI • Increased coordination with NWS/CWSU on timing of the impacts • Remarks will have expect to transition to RQD at or after specific time • Issue these routes 90 mins or more ahead of required time to allow flights to be properly fueled, less return to gate for last minute route change • Departures after 1800Z, route should be published RQD by 1630Z • RMD route can be amended to end at 1759Z, if previously issued
