2. New for 2019 WCLA - Play of the Game­ - This document should not take the place of the NCAA Rule Book. It is intended to aid in the learning of the new rules.

3. Pregame Stick Check • Pre­game during stick check, 5 sticks will be chosen at random from each team for a further check by an official at the table provided there are three officials. If two officials are assigned to the game, each official will pick five sticks and perform the stick check when they are finished with the regular stick check.

4. Self Start • Exceptions • Critical scoring area • Issuance of a card • Game clock has stopped (i.e. time out). • Off sides • Alternate possession

5. Boundary Balls • Note on boundaries: any player from the team awarded possession may commence play; however they cannot start play with a pass from out of bounds. On a shot, the team that is closest to the ball when it goes out of bounds gets possession. If the goalie is closest, she may choose to bring the ball inbounds, but she does not restart with the ball in the goal circle. Remember that it is not “goalie ball”, it is her team’s ball.

6. Draw Violations • All draw violations will be administered at the center line with the non offending team getting the ball, all others 2 meter away. It is a self start. Free movement is permitted. Draw violations include early entry across either restraining line or center circle as well as draw fouls committed by the centers.

7. Draw Violations Continued • If the ball goes directly out of bounds from a legal draw, the draw will be retaken. There will be no substitutions during a redraw. • If following a draw, a player/team is the last to touch the ball before it goes out of bounds and prior to possession being established, this is a change of possession for a boundary ball.

8. Fouls • Fouls are categorized as fouls, shooting space and three seconds, non­engagement fouls, delay of game fouls, offside fouls, goal circle fouls and mandatory cards. • There are no longer minor fouls. For a list of fouls go to page 50 in the rule book.

9. Non-engagement • i. There is a 2 meter (6.5 ft) non-engagement area for restarts after fouls outside the CSA. If any player delays moving 2 meters away or violates the 2 meter non­engagement area with her stick or body prior to the player who has been awarded free position self starts or play commencing on a whistle, the following will result:

10. Non-engagement cont. • 1. First warning ­-Time out, use the non engagement signal, then one finger to signal first warning. Verbally give warning. • 2. Second warning ­-green card (1 minute releasable)

11. Non-engagement Cont. • Non-­engagement (after the warning) and delay of game fouls will result in a green card. A green card is a one minute releasable penalty. Green cards do not count towards the team’s card count.

12. Non-engagement cont. • If the defending team commits a third foul before the attacking team crosses over their offensive restraining line, then there will be a 1 minute releasable green card against the defensive team. The multiple foul count begins once possession is established. Exception: any foul administered during the draw will be included in the foul count.

13. Green Card • Jewelry is a green card. A green card is a one minute releasable penalty. Green cards do not count towards the team’s card count. Remind the captains /coaches.

14. Penalty Administration • Penalty administration (pg 52) • Outside the CSA ­ No player may be within 2 meters of the player awarded the • free position; Player can self start, no player 4 meters behind

15. Penalty Administration Cont. • CSA below the GLE ­ Ball carrier goes to the nearest dot and the offender is 4 meters directly behind. No player may be within 2 meters of the player awarded the free position. Play will commence on the official’s whistle.

16. Penalty Administration Cont. • CSA above the GLE more than 8 meters from the Goal Circle ­ Ball Carrier goes to the 12 meter fan. The offender will go 4 meters directly behind the player; everybody else is 2 meters away, but no player may be directly in front of the free position obstructing the free space to goal. Play will commence on the official’s whistle.

17. Penalty Administration Cont. • CSA above the GLE within 8 meters from the goal circle ­ Ball carrier is on a hash, offender is 4 meters behind, clear the restricted area. Everybody needs to be 4 meters away from the ball carrier. Play will commence on the official’s whistle.

18. Critical Scoring Area • Critical Scoring Area: Do not stop clock except in the last two minutes for each half. If there is a ten goal differential the clock continues to run. This is different from NCAA. • NCAA has a restricted area that is different from the USL Penalty Zone. This is used for 8 Meter Free Positions for fouls committed by the defense.

20. CSA Continued • 3 seconds: free position is awarded to the hash mark nearest to the spot of the foul on the 8 meter arc. • Eliminate Dangerous Shot (pg 44). It can be carded for a Dangerous Propelling. • Goalie covering (raking) is no longer a goal circle foul. 8 meter shot and goalie goes behind.

CSA Continued • Repetitive false start on the 8 meter free position • First violation by a defensive player ­ she will go 4 meters behind the ball carrier, joining her teammate who committed the first foul (unless the player was carded). • Second violation by a defensive player ­ she will get a green card (1 minute releasable)

22. Simultaneous Whistle • Count goals when there is a whistle blown for a defensive foul simultaneous with or immediately following the shot. Most common foul for this to occur is the Obstruction of Free Space to Goal. • a. Note: Dangerous propelling can still apply as it is still the attacker’s responsibility to not shoot into unprotected players.

23. Stick Check After Goals • After a goal is scored the goal scorer will present the stick to the nearest umpire to preform a pocket dep check. The umpire will hand it back to the goal scorer.

24. Substitutions • Substitutions are permitted when the game clock is running and when the game clock is stopped outside of a few specific exceptions: • ●  During an injury timeout for players other than the injured player(s). Substitutions are permitted after play commences on the official’s whistle. • ●  During a team timeout for the player awarded a free position in the Critical Scoring Area and the offender. • ●  Times when an illegal substitution would have been called in the past

25. WCLA Umpire Fees • 1) USL Level Three: • *3-person crew: $115 • *2-person crew: $130 • 2) CWLOA Rated Official: • *3-person crew: $125 • *2-person crew: $140

26. WCLA • **The WCLA is highly recommends the use of 3 Person Crews and CWLOA-rated member officials. All Umpires must be USL Members.** • Standard Game:This fee structure is defined for a “standard” 30 minute, stop after goals (SAG) and on resarts in the CSA during the last two minutes of each half. • Playday and Tournament Play:For sites that have three games or more, teams can negotiate with the local umpire boards for a lower tournament fee.
