Need for Decentralization • We have been in regular contact with the Regional Director in PE. We have received lots of encouragement and many ideas. • We are of the view that greater decentralization will make it possible for her to attend to our needs more urgently. Need for empowerment • The Regional Director needs to be empowered to make firm financial and administrative decisions. • This will make it possible for the Department to be able to translate policy decisions into action plans. • As it is SAWIMA has many plans but no actions.
