  2. SERC / Legal Base • Required by the Federal Law SARA / EPCRA (Superfund Amendments and Reauthorization Act & Emergency Planning and Community Right-to-Know Act (EPCRA) • Created by State Law Ley sobre Política Pública Ambiental (as ammended) Ley Núm. 416 del 22 de septiembre de 2004

Responsibilities • Oversee the implementation of EPCRA requirements; • Establishing procedures for receiving and processing public requests for information collected under EPCRA; • Reviewing local emergency response plans; • Designating local emergency planning districts; • Appointing a Local Emergency Planning Committees (LEPC) for each district; and • Supervising the activities of the LEPC.

COMISION MEMBERS • Chairman of the Environmental Quality Board, who is appointed President; the President of the Public Service Commission; the President of the University of Puerto Rico; • The Secretary of Department of Health; the Department of Justice; the Department of Natural Resources and Environmental; the Department of Labor; • The Director of State Emergency Management Agency; the Police Department Superintendent; the Fire Department Chief; • Seven (7) LEPCs Committee Presidents; and; • Five (5) Public Representative Members.

  30. Emergency ResponseCapitol Building, San Juan, Puerto Rico 2011 There were three (3) white powder treats this year. The Capitol Building Incident, the San Juan Museum Incident and the Rio Piedras Post Office Incidents. All three (3) were identified as a non-threat white powder; however, all 3 required the same intensive response. A suspicious letter arrived, signed by the new Machetero Leader, with a white powder and opened. A full response action was displayed by all emergencies agencies.
