The Project – US 31, Hamilton County, Indiana • On the National Highway System • The southern section of a series of improvements to upgrade the US 31 Corridor, from Indianapolis to South Bend, Indiana • This section is in the Indianapolis Metropolitan Area • Record of Decision approved by FHWA, in 2009 Indiana Department of Transportation

Reasons “Why?” Since being a “freight project” does not provide “new” money, why did Indiana do it? • “Major Moves” trust fund earns interest for Indiana • $120M will be distributed in 2016 • State legislature recently allowed locals to trade INDOT federal funds for state funds (minimum “75 cents on the dollar”) • Preparing for what may come after MAP-21 Indiana Department of Transportation

Freight Application Process Based upon MAP-21 Sec. 1116 & 1118: • Decide how best to answer, “How does this project demonstrate an improvement to the efficient movement of freight?” • Referenced performance measures in numerous supporting documents • Metropolitan and private-sector freight stakeholders also supported the project Indiana Department of Transportation

14. How did FHWA review the application? • Started with Sec. 1116 and 1118, of MAP-21 requirements • Provided observations and concurrence with how project met these requirements • Identified supporting documentation for observations Indiana Department of Transportation

Items encountered during the review • Was the project one construction contract, or many? • What was/is the actual amount of freight moving thru the corridor? • Was the project already authorized or would the State wait for USDOT approval? • Was the amount requested greater than 10-percent of annual funding? 16. Timeline(Only because this was the first request) • February – DOT Application Received • March – Division Recommended • April/May/June – Contract lettings • June – FHWA finalizes recommendation • June – USDOT Approval Indiana Department of Transportation

Lessons Learned • Documentation is important • Documentation and performance measures are strongly dependent upon the type of project and its current status in development • A variety of supporting sources is stronger and more helpful than just the State’s documents • Data collection on improved performance continues to be developed based upon project-type • Use Advance Construction to keep projects “on schedule and budget” Indiana Department of Transportation
