ICS Phase 1 National plans and Conformance tests Summary • The Conformance tests started in 9 MS. SK, MT, AT, ES and PT finalised the CT • The following MS announced commencement of operations beyond the deadline:DK, UK, DE, PL, IT, IE, CY, EL, BG, RO, NL, LU, FI, FR, HU, SE, LT, SI, BE • The provisions in the Business Continuity Plan will ensure that the safety and security of goods entering the EU will be guaranteed. Development, Conformance Testing and Operations • Development of Commission applications is finished • Currently 23 MS have started their Conformance Testing campaigns. Development, Conformance Testing and Operations • Development of Commission applications is finished • Conformance Testing started early November 2008 with NO • Currently 28 NAs have started their Conformance Testing campaigns. CZ, SI, SK, CH finalised the CT. DE finalised the CT for safety and security. Trade Contact Group

EOS Status on 25/05/2009 • AEO Phase 1 running smoothly and data have been successfully migrated to EOS on 07.04.2009 without disruption of operations • Since the start the number of applications is 2703 and the number of issued certificates is 1073. Trade Contact Group
EOS Status on 25/05/2009 • EOS (joint EORI-AEO) central application is ready and available to the MSs on 07/4/2009 for: • Conformance testing • Upload of the data in the system • Test of on-line EORI consultation by MS • Since the migration from AEO Phase 1, on 7.04.2009, the number of applications treated is 388 and the number of certificates issued is 213 • EOS Conformance testing for Member States started according to the planning Trade Contact Group

EORI start-up data • All Member States except AT; DE and PThave passed successfully the test scenario for the EORI start-up upload • All Member States except AT; DE; IT and PThave stored the national EORI start-up file on the Commission server • The national EORI start-up files are being loaded into the central EOS database. DE announced that they will not be able to meet the deadline, so DE data will be missing on 01.07.2009. AT started collecting EORI data on 3rd June. AT data will be missing on 01/07.2009 • The consolidated EORI start-up data will be ready to be sent offline to the Member States on 11th June 2009 Trade Contact Group
Conclusions • For all safety and security related IT systems, the systems specifications are accepted and the central services software has been developed and tested • Currently for all systems Conformance tests are ongoing • Some Member States have encountered delays, especially in the case of ICS and will not meet the legal deadline of 01.07.2009 • Based upon this information received from the MS on delays encountered, the Conformance test will have to continue after July 2009 until mid 2010 Trade Contact Group
