HAS GLOBALIZATION REALLY AFFECTED THE QUALITY OF EDUCATION AND TRAINING AT UNIVERSITIES IN VIETNAM? • A general picture of the education and training at universities in Vietnam • 415 universities & colleges for 90 mil. people • 2 main types of schools: public and private. <= operated under control & direction of the Ministry of Education & Training ( MOET) Globalization (Glob.) has not influenced much the quality of education and training at universities (univ.) in Vietnam. Why so?
1/MOET has not had any specific strategy or solution to improve the quality of education & training at univ. in Vietnam in order to keep up with other univ.in ASEAN and in the world 2/ The imposition of regulated subjects in training programs by MOET 3/ The education system heavily takes concentrate on exams and achievements 4/ Working condition and environment as well as salary for lecturers: not influenced by Glob.
1/MOET: not any specific strategy or solution to improve the quality of education & training at univ. in Vietnam to access other univ.in ASEAN and in the world • MOET takes much time to handle problems related to local administration • Strategic important questions: what, when, why, how to prepare to integrate with other univ.in ASEAN: not answered by MOET => Univ. in Vietnam: difficult to have strategies to improve their quality to keep up with other univ.in ASEAN and the world
2/ The imposition of regulated subjects in training programs by MOET • Glob’s tendency: to encourage autonomy for schools & to enhance internationalization of training programs # In Vietnam: MOET, not schools, imposes regulated subjects. Many of them: theoretical, unnecessary & unrelevant to learners’ major. • univ. can not be active & creative in setting up their own training programs (influenced).Ex:... • Training programs: heavy, theoretical, but lack practice, professional knowledge & soft skills
3/ The education system heavily takes concentrate on exams and achievements - Many exams unnecessary. Ex: MOET, not univ., organizes exams of high-school graduation & univ. entrance: # Glob.’s trend: autonomy for schools - Univ.in the world tend to consider pupils’ study result for admission. They open inputs, but tightly control their outputs # univ. in Vietnam => high results and achievements, even though many of them are not reflected their real value.
- MOET: a common minimum standard system for evaluating outputs has not been set up yet => difference in evaluation =>quality is different=> qualification: not recognized # Glob: aims to recognize qualifications amongst education systems=> convenient for univ. and learners
4/ Working condition & environment and salary for lecturers: not influenced by Glob. • Working condition & environment: most univ., esp. private: not good for working. Ex:... • Salary for lecturers: very low although they are high-intellectual laborers => finding extra jobs or getting many classes for working => no time for lesson preparation, for searching new things, for studying higher & for their scientific research=> 39 research papers published, ranked14/21 out of Asia countries => quality of education & training: influenced
