Purpose of the Campaign Disclosure Requirements To ensure that the contributions and expenditures affecting election campaigns are fully and truthfully disclosed to the public, so that voters may be better informed. Gov. Code § 81002
Purpose of the Campaign Disclosure Requirements Contributions to campaign committees have increased dramatically and the public has a right to know the individuals and groups that finance campaigns.

Filing Requirements Prior to the semi-annual period in which the measure supported or opposed is being voted on, ballot measure committees file quarterly and semi-annual campaign statements. For example, a committee that qualifies in January will file its first statement covering January – March on April 30th.
