Teacher Leadership & Compensation System • Division VII of HF 215 establishes the Teacher Leadership and Compensation System, as well as the Teacher Leadership Supplement (TLS) categorical funding. • Goals: • attract and retain effective teachers • promote collaboration • reward professional growth and effective teaching • improve student achievement • Planning Grants: $3.5 million available in 2013 • Phased-in Entry: $50 million available per year for the 2014-15, 2015-16, and 2016-17 school years. Teacher Leadership & Compensation System (cont.) The DE is currently developing the process by which it will support districts in developing and implementing their teacher leadership and compensation plans. Educator Development & Evaluation • HF 215 establishes a Council on Educator Development to study and make recommendation for new statewide teacher and administrator development and evaluation systems. • Determine the efficacy of the current system. • Council reviews current teacher and administrator evaluation systems, Standards, and other related components. • Council appointed by October 1, 2013 • 17 members • Findings no later than January 1, 2016 Iowa Department of Education
Assessments HF 215 sets the stage for a new accountability assessment system for both public and accredited nonpublic schools. • Task Force recommendations by January 1, 2015. • New assessment implemented 2016-17 school. Iowa Department of Education
