THE WAY FORWARD • UNIVERSALLY „BEST” SOLUTION DOES NOT EXIST • NEIGHBOUR COUNTRIES HAVE TO ADOPT CO-OPERATIVE INFRASRTUCTURE CHARGING STRATEGIES WITH EMPHASIS ON PHASING • THE CONSTRUCTION OF THE BASIC TRANSPORT NETWORK IS BASED ON SHARED STATE BUDGET AND EU FUNDING BUT USERS HAVE TO CONTRIBUTE TO COVER OPERATIONAL COSTS OF INFRASTRUCTURE CONSIDERING AS WELL THE MEASURABLE EXTERNALITIES • STEP BY STEP PROGRESS IN ADOPTATION: FIRST SIMPLE THEN GRADUALLY MORE COMPLEX AND DIFFERENTIATED CHARGING SYSTEM • IN THE LONG HORISON: PAYING FOR TRANSPORT INFRASTRUCTURE SERVICE PACKAGES CHOSEN BY THE USERS
