Project 25 Standards are Focused on Achieving Goals that Benefit the Public Safety Community

There are Four P25 Interfaces Being Focused on Right Now • The interfaces that are key to interoperability • CAI: The Common Air Interface • ISSI: The Inter-subsystem Interface • Two other important interfaces • CSSI: The Console Subsystem Interface • FSSI: The Fixed Station Subsystem Interface
Roles and Responsibilities • DHS Office of Interoperability and Compatibility (OIC) • Sets overall policy for the P25 CAP program • Recognizes assessed labs to participate in the program • Maintains clearinghouse of manufacturer Supplier’s Declaration of Compliance and test reports participating in the program • NIST Office of Law Enforcement Standards (OLES) • Performs laboratory assessments and provides recommendation for recognition to DHS OIC
Guiding Principles • Independent oversight • Auditable processes • Definition of compliance jointly developed by users and manufacturers • Content of declarations and reports jointly defined by users and manufacturers
Independent Oversight • Independent labs: • 1st-, 2nd-, and 3rd-party labs to participate • NIST defined processes based on international best practices: • ISO/IEC 17011, 17025, 17050 • Recognition in lieu of accreditation • Laboratories assessed by independent parties prior to participation
Auditability • Labs and/or manufacturers subject to periodic audits • Product change control logs required of participating P25 manufacturers Intended to ensure ongoing quality processes and sound documentation practices to promote repeatable testing

Program Status • Formation of the DHS P25 CAP Governing Board • Development of key program publications • DHS P25 CAP Charter • NIST Handbook 153 • DHS P25 Compliance Assessment Bulletins (CABS) • The P25 CAP has begun taking applications from interested labs • Beginning to schedule lab assessment visits • The expectation is to have the first batch of recognized labs sometime in late-winter/early-spring 2009
