Overview The CalFresh Reversal of SSI Cash-Out policy was enacted in the state budget and will allow seniors and people with disabilities receiving SSI to apply for CalFresh food assistance for the first time since the 1970s, beginning Summer 2019. California Budget 2018-19 www.ebudget.ca.gov
Hold Harmless Two new state programs will be created to “hold harmless” those households negatively impacted by the policy change:
1. Engage and Empower Clients • Client Stakeholders • Client Stories • Client Journey Mapping • Client Data Technical Group
2. Targeted Outreach for Awareness and Assistance • Comprehensive partner network for outreach/in-reach • Key materials and messaging – segmented with nutrition focus • Application assisters serving seniors and people with disabilities • Application assistance tools: on-line, in-person, and by telephone
2. Targeted Outreach for Awareness and Assistance CalFresh Outreach Network:
NEW PARTNERSHIPS! • Department of Aging (CDA) via Area Agencies on Aging • Department of Rehabilitation (DOR) via Independent Living Centers • Department of Developmental Services (DDS) and Statewide Council on Developmental Disabilities (SCDD) via Regional Centers • Social Security Administration (SSA) 2. Targeted Outreach for Awareness and Assistance
3. Streamline Customer Experience • “Framework of Solutions” for application, interview, verification, communication, and report/recertification • 58-County technical assistance, peer trainings, and tools • Statewide service enhancements – ACCESS!
4. Develop Policy, Automation, and Training Foundation • Policy guidance, notices, and forms • SAWS Automation Technical Group • USDA and SSA partnerships • Policy training series • Network training series
Fall 2018 • Client data analyzed and shared • Potential outreach partners, assisters, and materials and messaging expertise identified • Customer experience “Framework of Solutions” developed with CWD input • CDSS/SSA partnership developed • CDSS Tribal Consultation conducted • Implementation date confirmed
Winter2019 • Outreach/in-reach partner convenings • Outreach materials and messages developed • County technical assistance, peer training, tools developed • Statewide service enhancements determined • Policy training series and additional policy guidance issued • Administration, automation, and other implementation funding provided
Spring 2019 • Outreach roll-out via partner network and application assisters with targeted messages and materials and enhanced assister tools • County readiness planning, training, and testing for implementation conducted • State readiness plan developed
Summer 2019 • IMPLEMENTATION (!) • Continuous Quality Improvement • Active monitoring and technical assistance with counties, partners, assisters, and all implementation strategies
