UNCTAD-Division on Investment and Enterprises (DIAE) • The focal point within the United Nations Secretariat for all matters related to foreign direct investment and transnational corporations. • “UNCTAD seeks to further the understanding of the nature of transnational corporations and their contribution to development and to create an enabling environment for international investment and enterprise development. UNCTAD’s work is carried out through intergovernmental deliberations, technical assistance activities, seminars, workshops and conferences.”
Research work on FDI and TNCs • World Investment Reports (1991-): annual major publication • with a recurrent part (trends) and a non-recurrent topic • (ex. WIR 2004: FDI in services) • World Investment Directories (regional series) • FDI Statistics on-line (1971-; 196 economies) • Global Investment Prospects Assessment (GIPA) designed • to assess prospects for FDI through surveys (to TNCs, FDI • experts and IPAs) • Transnational Corporations journal (1992-): • policy-oriented articles
Research work on FDI and TNCs • Investment Compass: interactive tool for analysing • the main economic and policy determinants that • affect the investment environment. • Investment Policy Reviews: evaluation and analysis of a country´s environment for investment and policy recommendations • Investment Guides (in cooperation with the International Chamber of commerce – ICC): up-to-date • information on the investment environment • in a country
Work programme on international investment agreements • Objective: to help developing countries to participate as effectively as possible in international rule-setting for investment by: • Deepening the understanding on issues in IIAs • Identifying and examining issues, problems and interests • Ensuring that development concerns are adequately addressed.
IIA work programme • Research and policy analysis: • 1st – a complete series on issues in • IIAs (28 booklets) • 2nd - Series on international investment • policies for development on-going (8 so far) • E-tools: • BIT database (1,800 texts available) • Database of other investment instruments (selection of relevant instruments and model agreements) • Investment dispute settlement database • Network of IIA experts to exchange information and experiences (more than 550 members)
IIA work programme • Technical assistance: • Distance-learning course on key issues in IIAs (5 modules) in 5 languages • Training session for IIA negotiators (including a negotiation skills workshop) • National and regional seminars on FDI and IIAs (tailor-made at the request of countries or regional organizations) • Ad hoc advisory services • Training course on investor-State dispute settlement • Facilitation of BIT negotiations and BIT signing ceremonies
