UAE GEOGRAPHY • The United Arab Emirates (UAE) is an Arab country located in the southeast of the Arabian Peninsula on the Arabian Gulf, bordering Oman to the east and Saudi Arabia to the south and sharing sea borders with Qatar and Iran.

Animal Identification and Registration System • Implementation of I&R started in Abu Dhabi Emirate in 2010 and since 2015 is being expanded to the other Emirates for cattle and camels. • It is compulsory and free of charge for livestock owners and it allows the traceability of animals. • The system covers in Abu Dhabi: cattle, sheep, goats and camels • Identification is implemented on individual an animals basis
FMD • FMD is endemic disease in the region • Only FMD virus type O identified by laboratory methods in samples collected from suspected cases in FMD epidemics occurring since the 90’s • All positive samples were of type O (Pan Asia-2 strain) • Last record for FMDV type A was in 1990
In UAE, Last Outbreak of FMD was in January 2014 • The outbreak of FMD occurred in a natural reserve in Abu Dhabi • Two epithelial samples were collected from suspected wild animals and were sent to Pirbright FAO/OIE Reference Laboratory for FMD • Affected species: Oryx dammahand Gazellagazella • The incriminated serotype was serotype O • Inside the reserve vaccination was practiced and 2244 animals were vaccinated
Applied Policy for the control of FMD in the Case of An Outbreak Occurrence • Movement control at 3 km radius area around infected farm • Quarantine of infected animals • Disinfection of infected farm • Vaccination of all susceptible animals within 10 km radius of the infected farm using official recommendedvaccine
Risk of introduction of FMD • Livestock trade, cross-border movement of animals and transit • Importation of animal products, especially fresh meat and raw feed • Mechanical transmission through vehicles or movement of people from infected countries, or through importation of camels and horses from infected countries
Risk factors of spread of FMD virus inside the country • Animal Movement - the most important cause especially for small ruminants movement. • Live animal markets, especially the introduction of new or unsold animals from these markets into a healthy flock. • Absence of immunity in animals for exotic strains/serotypes if they are introduced in animals.
Economic Impact of FMD Losses due to this disease occur in many ways including : • Death of young animals. • Severe loss of weight, reduction in milk production and abortions. • Loss of export markets. • Restriction of livestock trade as well as their products. • Expenses of control measures (vaccines and vaccination campaigns).
Foot and Mouth Disease Measures Prevention: • Compulsory immediate notification in case of suspicion (accordance to the legislation). • Clinical surveillance for early detection. • Animal movement control. • Disinfection of infected premises. • Mass vaccination(free of charge). Quarantine: • Strict veterinary control on the border crossing points and quarantine requirements on the importation of live animals and their products. Surveillance and monitoring: • Serological surveillance for anti-NSP antibodies (sero- prevalences of NSP on samples taken during 2013 and 214 were of 16 & 14 % respectively) • Ongoing awareness for livestock farmers (especially smallholders).
Animal Health Regulations provides the official veterinarian with the following powers to control FMD : • Killing or isolation of infected or suspected animals. • Movement controls on animals and animal products, vehicles and people. • Entry to farms and premises for the purpose of veterinary investigation. • Seizure and control of infected carcasses and contaminated items.

Beside the national intensive vaccination programme the key elements of UAE FMD control measures include • Early detection, compulsory notification and strength of the reporting system. • Prevention and increasing farm-level biosecurity. • Strict controls on cross-border animal movement includes inspection and test of imported animals during quarantine • Outbreak investigation. • Clinical surveillance and monitoring of FMD NSP antibodies.
Vaccination Strategy • The strategy of vaccination of livestock in UAE against FMD depends upon vaccination of small ruminants flocks twice per year and cattle 3 times per year in high livestock density areas. • The FMD vaccine and vaccination is provided by the Government free of charge. • Vaccination policy: routine vaccination.
FMD vaccines used in the UAE Type of FMD vaccines used in UAE: • Trivalent (O Manisa or O PanAsia, A Iran 05 , Asia-1),( Basic Formula). • Optional addition (O 3039, O1 BFS, SAT2 Eritrea and A Sau 95). The main suppliers of FMD vaccine are from: • Vetal, Turkey • Merial, France • FGI- ARRIAH, Russia • Jovac, Jordan

PPR in UAE • Peste des petits ruminants (PPR) is a notifiable disease in the UAE as per the UAE legislation. • Vaccination against the disease began more than 20 years ago • Last clinical case was observed in 2010. • The PPR vaccine and vaccination are provided to livestock owners free of charge by the Government.
PPR • Vaccination policy: routine vaccination. • Vaccine strain: Nig 75/1. • The main suppliers of PPR vaccine are from: • Vetal, Turkey ((Pest Vac - K) • Jovac, Jordan (Pestevac )

Components of the National PPR Control and Eradication Programe • Define a case definition • Strengthen the reporting system and the notification of PPR outbreaks • Determination of small ruminants flocks in each Emirate • Strengthen veterinary laboratories capabilities for PPR Laboratory diagnosis • Develop a manual on PPR outbreak management • Massive vaccination campaigns targeting 80% of small ruminants population • Strengthen legislation tools if needed to better implement the control for eradication programme • Stop mass vaccination and start emergency vaccination if needed • Implement active surveillance
Components of the National PPR Control and Eradication Programe • Increased awareness. • Strengthening of cross borders movement of animals including in quarantine stations of imported animals • Ongoing evaluation and analysis and feedback reports on the implementation of according to the planned programme. • Prepare the OIE dossier for PPR Free Country Status Recognition.
